Resolution of Urban Planning Discrepancy in Tenerife
The Cabildo of Tenerife has resolved an urban planning discrepancy with the Town Hall of Arafo regarding the improvement project for the intersection of the TF-28 and TF-281 roads. This project involves constructing a roundabout that occupies 50 square metres of a buildable plot. The Cabildo has proposed that the council amend its municipal planning to accommodate the roundabout’s layout.
Project Overview
According to the documentation, the project entails constructing a roundabout at the existing intersection of the TF-28 and TF-281, which will effectively manage nearly all traffic movements between the two roads. Additionally, a segregated lane for vehicles travelling from Güímar towards the TF-1 is planned, allowing them to bypass the roundabout.
The project also includes a new service road parallel to the main roads, ensuring access to adjacent properties. The Cabildo asserts that without this new road, some affected plots would have no direct connection.
Buildable Area Concerns
However, the Town Hall of Arafo indicated during the project processing that while most planned works were compatible with the current General Planning Regulations, there was a specific concern where the two roads converge. The urban report included in the documentation highlights that approximately 50 square metres invade established urban land classified as Closed Block of two storeys (MC2), a residential category in the municipal planning.
In response to this discrepancy, the Technical Service of Roads and Mobility at the Cabildo defended the need for the project on public interest grounds. Their report indicates that the proposed solution will eliminate existing left turns at the intersection, reduce traffic congestion, and ensure access to affected plots through the new service road.
Proposed Modifications to Planning
The documentation also notes that nine different alternatives were analysed during the project drafting to resolve the issues identified at the intersection. All options included constructing a roundabout at the junction of the TF-28 and TF-281. Ultimately, the option involving the roundabout, a direct lane towards the TF-281, and the restoration of access to the plots via a lower-level road was selected.
The Insular Governing Council has decided to resolve the discrepancy with the Town Hall of Arafo and legitimise the project’s execution under regional legislation concerning land and protected natural spaces. In the same resolution, it proposes that the council modify its General Planning Regulations to incorporate the new road alignment into the municipal urban planning.
