Santa Cruz de Tenerife’s Community Games Transformed into Major Service Contract

Santa Cruz Announces Tender for 2026-2027 Community Games Worth Nearly €900,000

The Community Games of Santa Cruz de Tenerife have taken a significant step forward, transitioning from a “minor” municipal activity to a substantial service contract worth over €875,000 for the 2026-2027 period. This figure reflects a clear political commitment aimed at professionalising the mechanisms that promote community interaction across neighbourhoods, encompassing everything from the website and social media to the activation of public spaces where associations, sports clubs, and cultural groups will converge.

A Major Contract

The project, titled “Service for the Organisation and Dynamic Management of the Community Games 2026-2027,” has an estimated contract value of €875,654.08, with a base bidding budget of €425,886.30 (or €398,024.58 excluding taxes). It is designed for a two-year period and constitutes a service contract for recreational, cultural, and sporting activities, regulated by European harmonisation, which necessitates adherence to standards of transparency and competition established by Directive 2014/24/EU. The initial duration will be two years, with the possibility of annual extensions, subject to an explicit agreement by the Government Board.

Two Years of Games

If all goes according to plan, the awarded company will have two years to implement the Community Games, which will effectively establish a consistent programme of activities across different districts. The contract allows for two annual extensions, potentially prolonging the project for up to four years in total. During this time, the selected firm will be responsible not only for the logistics of sports and recreational events but also for social activation, including participation methodologies, activity organisation, programme design for the Games, and coordination with existing community networks. In other words, it is not merely about setting up pitches and stages, but about fostering relationships and promoting a sense of belonging within each neighbourhood.

Conditions

Beyond figures and timelines, the document includes special conditions that outline a clear operational framework. A civil liability insurance policy is required, along with adherence to environmental considerations. Moreover, it highlights the necessity of being up to date with Social Security and tax obligations to be eligible for contracts with the administration. Among other requirements for bidding is the design of a dedicated website, a strong presence on social media, and the mandate to produce a documentary report. This indicates that the Town Hall is looking not just for isolated activities, but for the construction of a shared narrative about life in the neighbourhoods.

Diverse Programme

The tender, which does not have any associated European funding, is positioned at the heart of the municipal budget dedicated to culture, sport, and participation, particularly in regard to broad inter-neighbourhood engagement. The Community Games will feature a diverse programme that includes activities such as table tennis, chess, envite, tute, dominos, hiking, cultural gymkhana, skills competitions, collaborative workshops titled “Neighbourhood Stories”, 3×3 basketball, bola canaria, video games, collaborative games, escape rooms, theatre, and karaoke, among others.
