The Social Welfare Area of La Laguna presented yesterday to the associations of the municipality the first Collaborative Plan on Disabilities of La Laguna Alliances, we are capacityprepared together with the Social Innovation Laboratory of the University of La Laguna (LabINS ULL) and with a very high participation of the entities and families that the Area will turn into an action strategy to take a new leap in local attention to the more than 17,000 people with disabilities in the municipality.
The main innovations include the creation of a municipal aid line for caregivers, a training and support service in digital procedures and to reduce the digital divide, a commitment to universal accessibility and numerous actions to promote the employability of people with disabilities.
“This is a new step on the path of inclusion with which the local Administration, groups and citizens have become involved and committed, and which is also taking shape in a new direction for municipal policies, through this strategic framework, of the agreements of the Municipal Council for Disability and Promotion of Personal Autonomy and the local figure of the Ombudsman for Persons with Disabilities”, stated yesterday the Councilor for Social Welfare, Rubens Ascanio.
Based on an initial diagnosis and collaborative work, the document is structured into 10 axes, which are information and awareness, universal accessibility, social participation, education and training, health, employment, housing, social services, social and personal autonomy, as well as such as leisure, culture and sport.
The Plan collects and structures the information on problems and proposed solutions, and organizes them into objectives and actions in the short, medium and long term, actions that are based on a commitment to transversality and the involvement of groups and citizens.
Among the dozens of proposed actions, the expansion of individual aid coverage for people with disabilities is included, incorporating new ones for caregivers and early care. In addition to a diagnosis of the needs of people with disabilities for whom there are no care services or these are scarce, the situation of access and housing conditions for people with disabilities in the municipality, as well as the consolidation, improvement and expansion of the Caregivers project.
In the field of employment, the creation of an observatory on disabilities that investigates and gathers information regarding the current situation is proposed.
The document also includes various actions to increase digital autonomy and reduce the digital divide, including the creation of an “informative” service to support and accompany people with disabilities to carry out procedures in the digital environment, among Other actions.
