SANTA CRUZ DE TENERIFE, Jan. 18 (EUROPA PRESS) –
The Ministry of Ecological Transition, Fight against Climate Change and Territorial Planning of the Government of the Canary Islands, through the Environmental Assessment Commission, has reported favorably to the Environmental Impact Statement (DIA) of the project called ‘Circunvalación Área Metropolitana de Tenerife/ Variant TF-5: Padre Anchieta-Los Rodeos. Phase 1: Circunvalación de La Laguna’.
This is an initiative promoted by the Ministry of Public Works, Transport and Housing of the Government of the Canary Islands.
The regional councilor responsible for the Area, José Antonio Valbuena, stressed that with the approval of this DIA “the commitment announced by the Executive last year to complete the process at the beginning of 2023 is fulfilled and a vital project for the future is promoted of mobility on the island of Tenerife”.
For his part, the Deputy Minister of Ecological Transition, Miguel Ángel Pérez, explained that this procedure “arrives after carrying out the relevant public information and consultation procedure with all the affected administrations and people involved and after collecting all the mandatory reports from the different services involved”.
The fit of this Layout Project in the conditions imposed by the Special Territorial Plan for the Planning of the Road System of the Metropolitan Area of Tenerife (PTEOSVAMT) and the airport easements of the revision of the Tenerife North Airport Master Plan (PDATN), limit the space of occupation of a solution to the Variant of La Laguna.
Among other conditions, in order to minimize the environmental and socioeconomic impacts associated with the construction of road infrastructures, it will be necessary for the project and its accompanying environmental study to incorporate, define, describe, analyze and evaluate the connecting branches of the Guamasa link with the annexed roads: General del Norte Highway TF-152 and Campo de Golf Highway TF-235, giving permeability to these roads from the roundabouts of the link.
Once the construction project of this road is defined, including all the detailed and precise information of the final action, and being aware of all the actions, actions and works necessary for its construction and start-up, it will be in a position to prepare an annex for landscape integration, environmental restoration and minimization of landscape alterations for the affected public road domain and its surroundings, which must include the considerations and conditions provided by the different public administrations that have reported on it.
Specific measures must also be designed in the definition of clearings, embankments, walls, tunnel entrances and singular structures of the project that minimize their impact from the point of view of the landscape and favor the visual and aesthetic integration of the project typology.
Finally, among other aspects, it will be necessary for its approach and definition to be made from the point of view of reducing the vulnerability of the project in the face of the adversities of climate change, such as the achievement of extreme weather events, so that the functionality of the new road has the capacity to adapt to the foreseeable changes in the local climatic reality.
