The Minister of Territorial Policy, Territorial Cohesion and Water of the Government of the Canary Islands, Manuel Mirandaannounced yesterday that it will promote the modification of the El Rincón Special Plan with the objective of agree on the definitive management of this area of La Orotava. Miranda assured this during a parliamentary appearance requested by the mayor of La Villa and regional deputy, Francisco Linares.
Miranda assured that An executive committee of the Consortium will be held before the end of the year that manages this space “because we cannot waste a minute in starting to work in a coordinated manner on those matters that require our attention.” The Government of the Canary Islands, the City Council of La Orotava, the Cabildo, the owners of the land, the neighborhood association and the environmental defense association are represented in this body, which since 1999 have managed the space, which is the subject of a Law of Planning of 1992 and a special plan that has been in force since 1997.
Two key projects
During his speech, Manuel Miranda clarified that the Consortium must make decisions regarding two pending projects. First, the approval of the coastal path project between El Bollullo beach and Los Pato beachs, which has an approximate budget of 800,000 euros and requires prior expropriations by the local Corporation.
The second, improving road access in the area, essential for farmers and neighbors, especially during times of greater influx of visitors. This project is valued at approximately 1.2 million euros and will require the commitment of all the administrations that make up the Consortium to guarantee its multi-year financing.

Miranda gave the Consortium as an example “of participation, since it integrates different sensitivities of those who have a voice and opinion on this space, an example that we must turn into an opportunity. The counselor highlighted the role of Gesplan in promoting the measures in this Tenerife enclave in recent years, and said he was confident that “in 2026 we will have a final proposal to modify the plan, which will require a new debate and collecting reports.” , with the aim of definitively approving the document in the last quarter of 2026 or the first of 2027.
El Rincón is a space located in La Orotava whose organization and future has been the subject of debate for decades. The priority nature of this new Government of the Canary Islands with respect to Rincón was demonstrated, according to Miranda, in the visit a few days after joining his position of the General Director of Planning, Onán Cruz, to the Tenerife municipality, as well as the implementation on September 22 of the Consortium’s electronic headquarters, an advance that allows the management of this entity to be modernized. “From the first moment we wanted to make it clear,” he added, “that El Rincón is a priority for this Government, something that did not happen in the previous four years.”
The regional advisor for Territorial Policy, Territorial Cohesion and Water highlighted that “the responsibility falls on all members (of the Consortium) to make this area a space that improves the conditions for its enjoyment, while guaranteeing the survival of environmental values.” and the agricultural landscape that has always characterized it.” From his perspective, “the future of Rincón will be what the members of the Consortium that manages it want.”
