Santa Cruz puts the management of citizen centers out to tender again

The Santa Cruz City Council put out to tender last June both the management and the revitalization of the municipality’s citizen centers. The intention of the Citizen Participation area was to professionalize the management of these spaces, with a company that would be in charge of opening and closing the centers, as well as solving everything related to maintenance, while in a second batch, the revitalization activities to be carried out in the different centers. Although this second batch continues its awarding process, once the offer period has closed, the first has been deserted. This bidding process was reserved for Special Employment Centers of social initiative and insertion companies with a budget of 253,631.45 euros.

As the Councilor for Citizen Participation, Javier Rivero, explained to DIARIO DE AVISOS, “it was the first time that the Santa Cruz City Council had made a tender using the reserved contracting formula, and unfortunately it was deserted, so we will remove it again, this time open to all companies”.

The formula used by the Consistory is included in Law 9/2017, of November 8, on Public Sector Contracts, which consolidates the figure of reserved contracts launched by Directive 2004/18/CE, and incorporated into the legal system through the Law 30/2007, of October 30, in order to promote the insertion of people with disabilities in the labor market.

The object of the contract will remain the same in the new tender, and that is none other than the management of the community centers of Nuevo Obrero, El Sobradillo and Valleseco.

Specifically, this Lot I includes the opening and closing of the facilities; authorization and reservation of spaces for activities; custody of the furniture, equipment and material of municipal property, reporting the incidents that arise; carry out the functions of the person in charge of the Lot II Contract, and preparation of statistics and periodic reports.
As Rivero admits, “now we are modifying the administrative specifications and we are bringing out Lot 1 again. This means a loss of a few months, but we wanted to try it due to the social burden that reserved hiring had. Now all kinds of companies will access it”.

As for Lot II, which has a sufficient bidding budget of 148,536 euros, referring to the revitalization of the centers, there are three companies that have submitted offers.
