The change, as indicated by the Executive, complies with the recommendations of the Pact of Toledo. The modification means reducing from 15 to 5 years the mandatory contribution period with disability in order to request early retirement.

Pending the changes to be approved by the Council of Ministers, the law currently in force allows people with a disability equal to or greater than 45% to obtain a retirement pension if they prove at least 15 years of contributions. In these cases, the minimum retirement age is 56 years.
This change has been processed in parallel to the pension reform that was approved at the end of March in the Congress of Deputies.
