Luis del Río warns of the “overcrowding” in the care of migrants, “especially serious” in the case of minors
SANTA CRUZ DE TENERIFE, Nov 30 (EUROPA PRESS) –
The Higher Prosecutor’s Office of the Canary Islands has warned this Tuesday that it has detected “denial” of gender violence among minors, which is why it has proposed to undertake a reflection in the educational field and among families.
This is how the superior prosecutor, Luis del Río, advanced this Tuesday in parliamentary commission, on the occasion of the presentation of the report of activity corresponding to 2020, underlining that many control the mobile phone of their partners or get to “justify jealousy” as love Test.
Likewise, he has said that crimes against sexual freedom are reduced and the upward trend that had existed since 2015 is broken, with a “considerable” decline in the province of Santa Cruz de Tenerife.
Regarding gender violence, he pointed out that the confinement was an “added concern” because although the murders fell from 8 to 3 “the situation is not tolerable” and requires that all institutions get involved “to the maximum.”
Del Río has warned of a “cultural problem” that has linked education, parents and television.
In addition, he has recognized that there is “overcrowding” in the care of migrants on the islands given the “dramatic” increase in arrivals and sees “especially serious” the case of unaccompanied minors.
However, it has valued the speed to create accommodation resources but they are always “insufficient”.
Del Río has also reported that the pandemic caused a “notable decrease” in criminal proceedings, for example in preliminary proceedings, which fell by 14%, abbreviated or summary procedures, also minor crimes, although there are still more than 22,000.
He has also warned of high figures for occupational accidents because they exceed 15,000 although they have fallen due to the decline in economic activity due to the pandemic.
As for the lack of means, he has commented that it is generalized, but especially in Santa Cruz de Tenerife, San Bartolomé de Tirajana and the area in Gran Canaria, and with deficiencies in the buildings of Santa Cruz de Tenerife and Puerto del Rosario (Fuerteventura). “I do not know where to start,” he has ironized.
ELDERLY ABANDONMENT IN HOSPITALS
Del Río has also had an impact on the abandonment of the elderly and disabled in the archipelago’s hospitals, something that can be a crime in certain very serious cases but called it “cruel” that families are held responsible because some do not have space to host them or job availability nor economic.
“Here the administration will have to enter if we want a welfare state so that they are not abandoned in a hospital after being discharged and that they are treated in a health center,” he said.
Regarding crimes related to minors, which are increasingly aggressive, he has indicated that drug and narcotic consumption “may be the cause of many cases”, together with belonging to unstructured families and a system that “does not quite supply” the family shortages.
However, Del Río has been “satisfied” with the work carried out by the Prosecutor’s Office during the pandemic because there were “hard moments” that were carried out with everyone going hand in hand, including the administration, which managed to carry out the remote work and the virtual crime victim assistance office.
ASG: HIGH WORKLOAD AND ADJUSTED WORKFORCE
Ricardo Fernández (Cs) has commented that the report “is very broad and very specific” and gives a “true picture” of what has happened in the Canary Islands in 2020, underlining that more staff is needed given that the workforce remains stable.
He has highlighted the improvement of the Atlante II program to be able to work remotely and warned that it is necessary to remain “vigilant” with gender violence and sexual assaults.
Melodie Mendoza (ASG) has recognized the “inconveniences” of the Prosecutor’s Office to be able to work during the pandemic, “with a high workload” derived from the migration crisis and without expanding the workforce.
He has pointed out that the prosecutors are in charge of carrying out inspections in juvenile centers and they have not been able to do them normally and has highlighted the increase in crimes in the environment and urban planning.
Mendoza has also called for changes to address crimes against sexual freedom. “Reading the data is disheartening,” he added.
Francisco Déniz (Sí Podemos) has commented that the sexual abuse of women “is a scourge” derived from the “commodification” of their bodies, with figures “that never go down” and a complex solution, “of cultural roots.”
He has called “dramatic” the abandonment of elderly and disabled people in hospital centers on the islands, underlining that it is “collapsing” services when it is the responsibility of families.
Déniz has also said that the increase in crimes with minors is “worrisome” and each time with “more aggressiveness”, he defended the “tranquility” that Judge Alba’s sentence gives in the judicial system and believes that he is going “on the road correct “in the care of migrant minors.
Luis Campos, spokesman for NC, has warned of “deficiencies” in some offices of the Prosecutor’s Office and valued the deployment of the ‘Atlante II’ system to work remotely, while wondering if the fall in procedures is due only to the pandemic or a greater civility or more presence of security forces and bodies.
He has lamented the “extreme violence” in crimes of minors and linked to the consumption of toxic substances and wonders if they are due to confinement or the misuse of social networks and new technologies.
EVERY MORE AGGRESSIVE THEFT
Luz Reverón, from the Popular Group, has said that memory is a “rigorous” tool to analyze the reality of the islands and influenced the high data on gender violence, especially in the province of Las Palmas.
He recalled how the case of Anna and Olivia “shocked” society for which he has asked for all possible means to protect women victims of vicarious violence, and also influenced the increase in robberies with violence, especially with minors, each more aggressive.
In addition, it has demanded an increase in staff – it is the same as in 2011 – due to the “disproportionate” increase in the workload.
Jonathan de Felipe, from the Nationalist Group, has shown himself in favor of providing the Prosecutor’s Office with more technical and personnel resources to carry out its work and, although he praised the reduction of procedures, has shown his concern about the increase in cases of violence in gender and sexual freedom, including sexual harassment of minors through the internet.
Along these lines, he has asked to work in prevention with minors from all administrations and the family sphere and in terms of migration, he has said that there is a structural problem to face the current “collapse” because “there is human trafficking” .
Matilde Fleitas (PSOE) has commented that justice has been affected by the pandemic in 2020 “and has not stopped”, highlighting the commitment of the Government to maintain the reinforcements and the start-up of new rooms and equipment to care for minors.
Regarding gender violence, he has indicated that it must be approached with a “determined attitude”, as well as the workplace accident rate, with high figures, at the same time that he has promised to work to achieve more means in immigration matters.
