The electronic connection with the Cabildo de Tenerife It will be the only way, starting next Monday, September 11, to apply for a study grant, follow the selective processes of the island administration, design activities related to catering and accommodation, or pay waste transportation fees. It is the result of the definitive approval, after the period of public exposure and allegations, of the Electronic Administration Regulations of the Corporation. It consists of 467 articles, was published yesterday, August 18, and will enter into force within 15 business days.
The raison d’être of the standard that seeks a more modern and agile processing is specified in the document. The legislator understands that “there are groups of natural persons who, according to their economic, technical or professional capacity, are in a position to interact electronically with this Corporation”. For this reason, the text adds, “the obligation is incorporated for certain procedures.”
The covid-19 pandemic accelerated what seemed to belong to the distant future and it was a unique experience to change the chip of face-to-face contact both for the Cabildo and its officials and for the citizen himself.
selective processes
The exclusive electronic contact includes the procedures for provision of positions and selective processes for access to the employment public as civil servant or labor personnel, either on a permanent or temporary basis. For the staff, the electronic relationship is based on the strategic lines of action of the Corporation in terms of the “necessary digital transition that enables agile management, that provides speed in procedures, as well as immediacy in the provision of information ». This contributes to “reducing tasks with little added value”.
There is the exceptional possibility that, in motivated cases, another option based on traditional methods is valued. Regarding the access procedures, people who intend to occupy a public job “must have a priori sufficient minimum knowledge for a telematic relationship”, since “the relationship as an employee and the activity to be carried out is based on information technologies”. Another route is also reserved for exceptional cases. Finally, public employees participate in the provision processes, “generally from this Administration and, exceptionally, from others”. Due to their condition, “knowledge for the use of electronic media is assumed.”
Grants and scholarships

This new requirement includes the payment of the fee for the provision of services included in the Special Territorial Plan for the Management of Waste on the island of Tenerife (Pteor). The users of the waste treatment service provided by the Cabildo, the Regulation explains, “are waste managers, whose communication or authorization is processed before the Autonomous Community of Canary Islands». The transfers, in addition, “are subject to formal obligations such as the prior signing of a treatment contract between the facility of origin and the destination”, as well as “filling in the identification document to be presented to the recipient of the waste”. Therefore, the regulation concludes, “it is the exercise of a continuous activity that justifies economic capacity and professional dedication for processing by electronic means.”
Citizen Folder and Electronic Bulletin Board
The Citizen Folder and the Electronic Bulletin Board are two resources that the new Regulation promotes. The Folder allows you to consult the information and documents in electronic format related to the administrative relations of each interested person with the Cabildo, as well as to carry out various procedures and procedures. It will be available to the public at the Electronic Headquarters, and interested parties can access it, with security guarantees. Regarding the Bulletin Board, it will contain publications of administrative acts and communications that by legal or regulatory provision must appear on a bulletin board. The Electronic Bulletin Board will guarantee equal access to its content and no identification will be required. Available 24 hours a day, every day of the year. The Cabildo de Tenerife has opted in recent years to streamline administrative procedures and facilitate them for vulnerable groups such as the elderly.
