The CC-PNC group of the Cabildo de Tenerife has rejected the PSOE budget project for 2023 and has proposed 30 partial amendments for an amount of 102 million euros to meet the needs of the Island.
The spokesman for the Nationalist Group, Carlos Alonso, and the candidate for the Presidency of the Cabildo, Rosa Dávila, offered a press conference today Monday to announce an amendment to the entire proposal of the government group because “these are not the budgets that needs Tenerife”.
“The objective is that they rectify themselves to adequately attend to the problems that affect the population. The Canarian Coalition presents an alternative to solve the needs of the Island,” they said.
Rosa Dávila prioritizes social action and assured that recovering the Ansina program for the elderly is “non-negotiable” and pointed out that there are “more than 7,000 people asking for a socio-sanitary position without the PSOE having given them an answer in these three and a half years.” “Promoting the construction of new centers is a priority for us. Tenerife has been left behind, it is paralyzed and it must be reactivated,” she added.
Carlos Alonso pointed out that the Cabildo “is one of the main beneficiaries of the impact of inflation by increasing collection and there are hardly any measures aimed at compensating families and economic sectors, fighting poverty.”
“Aid to the taxi sector, the increase in scholarships, the provision of the Insular Water Council to cover increases in electricity costs in the production of water or the increase in the provision of the Institute of Social and Socio-sanitary Care (IASS ) for programs for the most vulnerable respond to that concern,” he added.
The CC-PNC group requested the return of the 2023 Budget with the commitment to support them if they are substantially modified, including a series of structural improvements that serve to relaunch the Island.
In this way, CC-PNC presents 30 partial amendments “with a clear orientation towards the increase in social spending, productive investment, the recovery of the levels of purchasing power of the people of Tenerife and with aid to reduce the impact of inflation and the promotion of employment”, affirmed Rosa Dávila.
Both denounced the “sectarian” investment of the budgets for 2023, which generates “an unjustified imbalance on the Island, punishing almost half of the population of Tenerife.” “That generates inequality in Tenerife and responds to a sectarian political criterion,” they added.
“Of the 102 million investment that can be located in the municipal territorial area, 63.2 are for consistories governed by the PSOE -in which 411,655 people live-, while the 407,910 people who live in municipalities governed by the Canary Islands Coalition will only have 15.6 million euros”, they detailed.
The average contribution per person in the municipalities of CC is 38.4 euros, while in those of the PSOE it is 153.6 euros. Thus, they highlight the “paradigmatic” case of Santa Cruz and Fasnia, which receive 5.3 million euros each, but with 208,000 and 2,800 inhabitants, respectively. The investment in the capital is 26 euros per person, while in Fasnia it is 1,912 euros.
In this regard, Carlos Alonso explained that they have presented an amendment “to recover the philosophy of equitable distribution of funds with the municipalities through the Strategic Framework for Island Development (MEDI) and the 36 sectoral programs, which was what had been done until 2019”.
SOCIAL
In social matters, the main actions proposed by the CC-PNC are aimed at the Institute of Social and Socio-Health Care (IASS), the recovery of the ANSINA care program for the elderly and the acquisition of public housing to allocate it to the most needy individuals and families. .
As they pointed out, “currently there are more than 7,000 people demanding a social health place and since July 2019 not a single new place has been built.” CC-PNC requests an additional increase of 10 million euros for the IASS, of which 6 million will be allocated to programs to attack social vulnerability and poverty and cover personnel costs, while 4 million will serve to promote the Infrastructure Plan Sociosanitary.
Rosa Dávila said that the recovery of the ANSINA program for the elderly is “non-negotiable.” “At the worst moment of the COVID-19 pandemic, the current government group eliminated the program, laying off workers and leaving the elderly in Tenerife without activities when they most needed it. As of today, the Cabildo does not have a program to replace it, for which reason it requests 3.1 million euros to recover it,” they said.
In terms of housing, the Nationalist Group requests 5 million euros to expand the island’s public housing park and be able to allocate it to social rent. The subsidy will go to the public company VISOCAN for the acquisition of homes and their subsequent provision to the most needy individuals and families.
A contribution of 32 million euros is requested for the companies TITSA and Metropolitano, in such a way that they can meet the expenses derived from the implementation of free public transport achieved by the Canary Islands Coalition. In addition, it requests a contribution of 2.4 million euros for the taxi sector in order to compensate it.
CC-PNC proposes measures to alleviate the queues for the TF-5. Specifically, it requests 3 million euros for the expansion of the highway between Los Rodeos and Guamasa, together with the rest of the initiatives that were already being promoted in the previous mandate – dissuasive parking, decentralized medical tests, reordering of schools in the La Laguna area – and that have been paralyzed in the present mandate.
As a novelty, a contribution of 2 million is requested for the promotion of employment from the Insular Foundation for Training, Employment and Business Development (FIFEDE) in order to develop a specific program to promote teleworking, either with job creation new or with conversion of contracts and increase in teleworking hours. Special priority will be given to workers residing in the north of the island and who commute to work in the metropolitan area or south of the island. The aid must be aimed at workers and employers.
Likewise, another novelty is to provide the University of La Laguna with 4 million euros for the development of an incentive plan to impose online training with time changes. Thus, it is proposed to provide extraordinary resources for the activities of the ULL (improvement of study rooms, improvement of university colleges, improvement of information systems, etc.) conditioned on the substantial modification of the patterns of teaching hours and, in particular, on the generalization of online classes in the early hours of the morning, in such a way that congestion on the TF-5 is reduced.
JOB
Employment continues to be a priority for CC-PNC, which is why it proposes various measures, including an increase of 1 million euros for the Island Society for the Promotion of Persons with Disabilities (SINPROMI) in order to promote job placement of people with disabilities.
Likewise, it presents two amendments for the implementation of shock plans in the industrial sector (1 million euros) and the primary sector (5 million euros), promoting in the latter case the necessary generational replacement. In addition, it requests an extra contribution for the Chamber of Commerce of Santa Cruz de Tenerife for an amount of 800,000 euros to relaunch the Entrepreneurship Plan, paying special attention to new market niches and young people.
