The Plenary of the Parliament of the Canary Islands has unanimously validated this Wednesday the decree law that extends the application of the zero rate in the IGIC for medical devices linked to the coronavirus, the use of the remainder of the budget of the public universities of the Canary Islands is allowed for to deal with the supply costs and also extends the zero rate of the IGIC for the construction or reconstruction of habitual residences affected by the volcanic eruption on the island of La Palma –including the extension of the period for registering those affected–.
The decree, also unanimously by the Chamber, will not be processed by bill.
The Vice President and Minister of Finance, Román Rodríguez, has indicated that the sanitary measures extend until December 31 and has placed special emphasis on the measures of the universities because it will allow them to face the rise in the price of electricity by obtaining some two million euro per center
Viidna Espino, spokesperson for the Mixed Group, has criticized the “hodgepodge” organized by the Government with the decree by mixing several things and regretted that the 30,000 euros committed for loss of housing in La Palma have not yet been paid.

Jesús Ramos (ASG) has supported extending the zero IGIC to health products until the end of the year and allowing universities to pay for supplies, stressing that the decree is endorsed by the Advisory Council because they are “urgent and necessary” issues “.
Manuel Marrero, spokesman for Sí Podemos, has supported the extension of the health IGIC given that the pandemic has not ended in the same way that universities can afford to pay for supplies given that the fiscal rules for the public sector are still repealed.
He has said that the decree is “adequate” because it makes it possible to respond “urgently” to various problems that had been raised and demonstrates with “a lot of dialogue” that solutions are sought.
Esther González (NC) has indicated that the high number of decrees approved in this Legislature shows that they have been difficult years to overcome difficulties while maintaining that the criteria of the Consultative do not make it necessary for this decree to be processed as a bill.
Fernando Enseñat (PP) has said that it is necessary to “update” the fiscal measures for La Palma, as well as allowing universities to use the remnants, although with the IGIC type zero health he believes that it must be understood that the pandemic “is still there “And therefore, take the extension until the WHO terminates it.
Lady Barreto, from the Nationalist Group, has supported the extension of the zero sanitary IGIC and the use of remnants in the universities and with respect to La Palma, has commented that the measures are “insufficient” and that a “global strategy” is needed for the island, not only for the Aridane Valley.
“There are only patches and provisional solutions,” he commented, while demanding a “real commitment” from the Canarian government.
