
The City Council of La Laguna faces the last phase of the contracting process for the waste collection, street cleaning and related services in the municipality, once the Contracting Committee has proposed the company Urbaser as the concessionaire of the service, after evaluating bids submitted to public tender.
The minutes of the assistance body, published today on the Public Sector Contracts Platform, establish a better score for Urbaser’s bid for a value of 136,226,985 euros and an execution period of eight years, extendable to another two, this being the contract with the highest economic amount in the municipality.
The next step in the contracting process will be the approval of the Board’s proposal by the Local Government Board and, as a last step, the signing of the contract between the City Council and the concessionaire company. Urbaser would repeat as concessionaire of the service, which it had already been providing in the municipality.
The municipal government group considers that “the resolution of this contract, which has had a very complex process due to the technical characteristics and the dimensions of the service, was a priority to put an end to the interim situation that existed in the cleaning system and waste collection in the municipality. The contracting will put an end to a transitory period of more than two years, since the current concession company had exhausted the two annual extensions of the years 2016 and 2017, without the previous Corporation calling the mandatory public tender.
The new contract will facilitate the renewal and modernization of the service, and will more effectively serve all parts of the municipality, including new roads that are urbanized and areas that may be integrated in the future, which will result in a palpable benefit of citizenship.
In accordance with the technical specifications of the contract, the concession company must attend to the cleaning corresponding to public roads, sidewalks, roads, squares, parks, gardens, etc., including sweeping and washing down, as well as public cemeteries and the municipal market, clearing of any type of road, the cleaning of animal excrement, the installation and maintenance of litter bins, or the washing down of roads and sidewalks with pressurized water.
The concessionaire must also be responsible for cleaning the courts and open sports areas; beaches, natural pools and coastline; ravines and ravines; cleaning and clearing of municipal lots, as well as clandestine dumping areas; cleaning parties, fairs, markets, election campaigns, demonstrations, etc.; cleaning of graffiti and removal of posters, banners and banners; and attend to emergencies both in the event of a natural emergency, as well as extraordinary situations with a risk to public health, as well as comprehensive actions in neighbourhoods.
For the rest, the service includes the collection of waste, the rest fraction, and delivery to a transfer, classification or treatment plant, including both household waste and waste from shopping centers and small industries. The same occurs with the door-to-door collection of commercial paper and cardboard such as light packaging and compostable organic matter; collection and transport of bulky furniture and household items, as well as electrical and electronic equipment (WEEE) and all types of waste through mobile collection points.
The concession company must anticipate the normal growth of the surfaces to be cleaned, as well as the increase in the generation of waste, for which they will extend the services provided to new areas that arise without entitlement to any economic consideration.
