The Ayuntamiento of La Laguna has announced the provision of its postal services, amounting to a total of 2.447 million euros (including IGIC) over a period of three years, with the possibility of extending for an additional year, allowing for a maximum duration of four years, as per information published on the contracting platform.
This tender, initiated by the municipal department of Presidency and Planning, is a customary and recurring contract within the operations of the local council. It pertains to various institutional notifications, among other services, which are mandated every year by this administration to individuals, businesses, and organisations within the municipality, as reported by the department.
As noted, the tender amount of 2.4 million euros aligns with the prices determined by a market study conducted for this procurement process, establishing unit prices based on the different service providers. However, this amount does not necessarily indicate that it will be contracted at that figure, as is the case with other similar agreements. The contract has necessitated prior approval from the Local Government Board, and companies interested in submitting bids will have until 1 April to do so.
This service is procured through an open tender process, similar to previous instances (the last occurring in 2019), as mandated by articles 28 and 116 of Law 9/2017, dated 8 November on Public Sector Contracts (LCSP) and article 73.2 of the General Regulations of Contract Law.

The services encompassed within the contract cover the collection, admission, classification, transportation, distribution, and delivery of national and international postal shipments produced by the Ayuntamiento of La Laguna. Specifically, these services include postal correspondence distribution (letters and postcards), administrative notifications, courier, postal parcels, and telegraphic services: telegrams and bureaux, as outlined in the specifications.
These services also include essential functions necessary to ensure their effectiveness, particularly for certified shipments and administrative notifications: collection of shipments, management of returns, customer service, incident handling, and addressing circumstances that prevent the delivery of shipments to their recipients or the return to the Ayuntamiento of notifications concerning delivered shipments.
Furthermore, it incorporates the management of receipts for certified mail/notifications/electronic delivery proofs, delivery management, return of information, as well as digitisation and handling, including tasks related to printing and assembly.
