Canary Islands Establishes Committees to Strengthen MMR Fraud Prevention Efforts

SANTA CRUZ DE TENERIFE Jan 29 (Europa Press) –

The Governing Council of the Canary Islands, following a proposal from the Minister of Finance and Relations with the European Union, Matilde Asan, resolved on Wednesday to ratify the organisational structure and the operational regime against fraud, corruption, and conflicts of interest within the SCOPE OF THE PUBLIC ADMINISTRATION OF THE AUTONOMOUS COMMUNITY OF THE CANARY ISLANDS UNDER THE RECOVERY, TRANSFORMATION AND RESILIENCE PLAN.

To achieve this, the Anti-Fraud Committee and the Technical Anti-Fraud Committee, which are under the Ministry of Presidency, Public Administrations, Justice and Security, have been established.

In terms of responsibilities, the Anti-Fraud Committee will analyse and assess actions that may constitute fraud, corruption, or conflict of interest, determining their referral to the appropriate authorities and overseeing subsequent monitoring.

Conversely, the Technical Anti-Fraud Commission will provide technical assistance through the preparation of studies, reports, and proposals relevant to the committee’s operational area, thus aiding in the analysis and formulation of matters submitted for their review.

The regulation also promotes the provision of specialised training for responsible individuals and outlines the procedures for action in instances where a conflict of interest is detected, as there is a lack of autonomous development of fundamental regulations, according to a government statement.

While the initial scope of application is confined to the execution and management of the MRR funds, it is anticipated that all public sector funds will be encompassed over time, irrespective of their source.

Regarding the subjective application scope, it includes public commercial companies that are linked or attached to the Public Administration of the Autonomous Community, which are responsible for executing the mentioned funds.

Through this initiative, the Government of the Canary Islands reinforces its Anti-Fraud measures plan for the management of the MRR funds in February 2022, complying with the subsequent report from the Canary Islands Audiences on the necessity to enhance and clarify the organisational structure aimed at preventing and combating fraud, corruption, and conflicts of interest.
