Internal crisis in the National Police Command for the ‘Derbah and Matos Case’

The macroperation of internal affairs of the National Police against crime organized in Tenerife, which ended the arrest of Lebanese businessman Mohamed Derbah as head of the main Criminal plot of the island and dotted with former president and now second vice president of the Parliament of the Canary Islands, the socialist leader Gustavo Matoswhich was offered as a mediator, has shaken under the superior command of the National Police Corps and members of the Government of Spain.

The ramifications of the case -which is still under summary secret in the Court of Instruction number three of Arona, directed by Carmen Rosa Pino Abrante– And above all the leaks to the press, especially the appointment in January in the cafeteria of El Corte Inglés of Santa Cruz de Tenerife, between Gustavo Matos, Mohamed Derbahand the former head of the Judicial Brigade of the National Police, Francisco Moar, also detained in the operation, have caused an internal crisis in the General Directorate of the Police. Above all, in the specialized and armored Internal Affairs Department.

In the Interior Ministry, directed by Fernando Grande-MarlaskaThey are worried about how this case have been managed. Not so much for the operation and previous research, which was developed as planned, with actions executed with stealth and discretion, without leaks, as well as the subsequent development of events, where obvious political and police interests are crossed, both in the Canary Islands and in the Peninsula.

Internal affairs inquiries continue. The case is not closed, much less. The information published on Monday by El Mundo, which revealed a report from this department in which a compromising conversation between Gustavo Matos and Mohamed Derbah was reproduced and analyzed – in which the socialist leader offered to help the Lebanese capo in his police problems – is a breakdown of internal confidence and loyalty between the agents and commanders of the National Police linked to the case.

Interior interprets the filtration within a police war with critical agents with the Sánchez government

Internal filtration is even more serious because it affects agents involved in very serious corruption cases, such as drug trafficking, bribery and money laundering.

If it is already very painful that in an department as internal matters so jealous of its intimacy – with severe internal controls, with maximum restrictions on access to evidence, testimonies and documentation in the investigations in progress – a gap is opened in the security protocols is even more so in this case because the signs, suspicions or considerations of the agents are filtered for a misunderstanding.

And this is what has occurred with Gustavo Matos. With the filtration of the Internal Affairs Report, it is fully impacted, by suddenly, on the honorability of the former president of the Parliament of the Canary Islands, who is not for now investigated or charged with any crime. The goal is broader. Try to stain the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres -What has appeared for more than a year in the reports of the Central Operational Unit (UCO) of the Civil Guard on the billionaires contracts and purchases closed by the plot of the Koldo case with the Canary Islands and the Interior Minister, Fernando Grande-Marlaska.

The superior command of the National Police Corps has a Operational Deputy Directorate (DAO)a high position of the Ministry of Interior, which coordinates and supervises the investigations, of maximum confidence of Grande-Marlaska, since the commissioner José Ángel González now occupies, who in turn places bosses in the different department to maintain strict control over the activities of the inspectors and agents. With the filtration of the Internal Affairs report something has failed in the chain of command and in the custody of very sensitive information.

In the Government of Spain they are living, with discomfort, with the reports of the Civil Guard – An armed institute with less political porosity than the National Police, especially after the cessation of the colonel Diego Pérez de los Coboswho maintained a judicial pulse with Marlaska after his dismissal- who question actions of ministers and senior positions, but did not expect that there were leaks in the other Spanish police force.

The official version that the management of the socialist leader “does not imply crime” discredits internal investigation

The report is as compromising for Gustavo Matos as the reaction from the General Directorate of the Police, when the same day an authorized spokesman was published, argued that the appointment of the former president of the former president of the Parliament of the Canary Islands with the leader of the largest criminal organization that operates in Tenerife “does not imply crime.” Especially when Arona’s judge has not yet completed the instruction of the case and imputation of those involved in the criminal network.

The response of the General Directorate of the Police is a admonition to internal affairs agents in charge of writing the report. In that document, despite the exculpatory conclusion that has an official spokesman on the behavior of Matos, conclusions are reached that can lead to criminal responsibilities for the socialist leader.

«Your disposition is evidenced[la de Matos] To intervene in favor of Derbah, ”they write in the Internal Affairs report, according to El Mundo’s information. Derbah warns him [a Matos] That carrying out any action at this time, given the current circumstances, could generate suspicions and reveal its involvement in the maneuver, so it urges political position to proceed with caution and discretion ».

The internal affairs report reflects coercion and intimidation of Derbah in his appointment with Matos. He states that, if the ongoing police actions are not possible to stop [agentes de la Policía Nacional husmeaban en los clubes de cannabis gestionados por el capo libanés en Tenerife al sospechar que eran una tapadera para el tráfico de heroína y cocaína] something serious will occur ».

«This statement, expressed in a categorical tone, could be interpreted as a veiled threat or a coercive warningwhat in the context of the investigation, reinforces the presumption that Derbah seeks to exert pressure on the political authority to intervene in favor of their interests ”, is verified in the filtering report of internal affairs. The Government, through its delegate in the Canary Islands, defends Matos without any doubt. The case is not yet closed.
