Tenerife embarked on the first quarter of 2025 maintaining the same trajectory that concluded the previous quarter of 2024: spearheading the evolution of the Business Confidence Indicator alongside “unprecedented job growth.” This was disclosed on Wednesday by the island president, Rosa Dávila, following the Government Council meeting. This index has risen by 2.6% on the Island, surpassing all other Canary Islands. The data, he summarised, “consolidate a favourable trend since we took charge of the Cabildo government.”
The business confidence in Tenerife has significantly increased since 2023, by over 6 points, “which reflects a positive outlook on the current and future economic landscape.” Furthermore, Dávila noted that when questioned about future expectations, the improvement is equally significant. She explained: «In 2023, the gap between optimists and pessimists was merely 0.4 points, and now (in 2025) it stands at 8.4 percentage points; indicating a moderate optimism.
In another regard, the Government Council sanctioned this Wednesday the agreement with the Santa Cruz City Council for the rehabilitation of the Old Recova in the capital, situated in the Plaza de la Isla de la Madera and designated as BIC. It dates back to 1847 and was designed by the architect Manuel de Oraá, also responsible for the renowned Guimerá theatre.
The Cabildo will also proceed with the demolition of the dilapidated building at the Mirador del Pico del Inglés, located within Anaga Rural Park, and will start to regenerate the land for its integration into the landscape. The total investment is €98,000.
Concerning the overcrowding in areas of Anaga such as Cruz del Carmen, Rosa Dávila reminded that they have already announced plans for two park and ride facilities equipped with shuttle buses. In addition, the transit of large buses (over 15 metres) is now banned. Regarding the introduction of an ecotax for non-residents in the protected areas of the Island – which has been in effect in Masca since last July – that was initially scheduled for January 1, Dávila confirmed that they are diligently working on it.

Agreement for the enhancement of tourist infrastructure on the Island
The Government Council has ratified the framework cooperation agreement between the regional Tourism Department and the Cabildos aimed at aligning strategic projects in tourism infrastructure with goals like improving accessibility, digitalisation, and sustainability. Additionally, the regulatory criteria for initiatives in Open Commercial Zones for 2025 were also specified.
Roadmap until 2028 to advance ‘Cabildo Educa’
Coinciding with Education Week, the Government Council sanctioned the 2025-2028 roadmap for the educational programme Cabildo Educa, now in its tenth iteration. This plan introduces new measures to develop a high-quality educational offering on the island based on new technologies. A key challenge for this year is enhancing Canarian content within the classrooms.
Social Action expands Insular Ring with a new group
The Cabildo of Tenerife has added the entity TLP IMPULSE to the Insular Ring of Social Policies, a network comprised of third-sector organisations supported by public administration. The area councillor, Águeda Fumero, met with the members of this entity on Wednesday, highlighting the significance of “continuing to expand our network.”
Promotion of the 2024-2025 Master Games for those over 35
During Wednesday’s island Government Council meeting, the Sports area awarded the company Arasti Barca Canarias, SL, a contract valued at approximately €136,000 for the organisation of the Master Games 2024-2025 aimed at individuals aged over 35. The aim is to encourage sport as a catalyst for health, social integration, and economic progression.
