Tenerife’s Cabildo Unveils Ambitious 2025 Budget of €1.127 Billion

On Wednesday, the Cabildo of Tenerife unveiled the financial plans for 2025, totalling 1,127 million euros, which represents an 8% increase compared to the current budgets. The consolidated budget would be adjusted to 1,230 million euros. This figure is described by the island corporation as a “record” and highlights the “social” aspect, which is experiencing the most growth, amounting to 368 million euros, as part of the “transformation of Tenerife” initiative.

President Rosa Dávila and Vice President Lope Afonso articulated these points at a press briefing, emphasising the inclusion of a 70 million euro credit operation in the budget implementation. This measure aims to enhance their “capacity for credit management” from the very first weeks of January.

In terms of specific policies and sectors within the island government, the 2025 budget proposes 234,332,735 euros for initiatives promoting sustainable mobility on the island. Additionally, 219,164,036 euros will be allocated to the Environment, Sustainability, and Primary Sector, marking a 5% increase from 2024.

Dávila underscored the importance of mobility, expressing a commitment to further enhance Titsa’s bus fleet through additional routes and new shuttles. Plans include expanding on-demand transportation services in three new areas and investing in the ideas competition for the northern train project.

This commitment to “sustainable mobility” also encompasses a substantial allocation for roads, amounting to 97,000,000 euros, which reflects a 4% rise compared to 2024.

This budget line covers the tender for the Bus-Vao lanes—namely, the TF-5 HUC-Las Chumberas lane and the Santa Cruz-La Laguna ITS lane—completion of direct access lanes to Médano and the Güímar industrial estate, the introduction of intelligent traffic management systems on highways, along with rehabilitation and improvement projects.

A budget of 368,459,482 euros will be dedicated to Social Action and Family Support, representing a 9% increase from the previous year. Additionally, revitalisation policies for the island will receive 188,551,530 euros.

With regards to social policies, initiatives will continue with the Islénior programme aimed at seniors, alongside efforts against gender violence, enhanced collaboration with third-sector organisations for specialised care, and promotion of universal accessibility on the island.

In the realm of Housing and Municipal Cooperation, the budget will reach 30,000,000 euros, which includes funding for public housing, with over 13 million euros earmarked for 2025 and more than 10 million euros for cooperative projects with local municipalities.

Funding for employability, job placement, scholarship initiatives and educational support, alongside efforts to promote Canarian education and artisan trades, as well as mental health awareness and healthy lifestyle promotion, will total 39,000,000 euros.

The policies concerning the Natural Environment will focus on energy transition commitments, comprehensive management of the Teide National Park, environmental education, volunteer programmes, and investment in rural parks, alongside mountain recovery and reforestation efforts, amounting to 84,000,000 euros.

In the area of Waters, the Cabildo intends to address the water emergency, establishing work streams for the urban water supply network in both the northern and southern parts of Tenerife, and enhancing the water purification and desalination capabilities for irrigation, with a budget of 26,400,000 euros.

Additionally, actions pertaining to waste management will encompass 61,000.00 euros, focusing on investments in new waste treatment infrastructure powered by self-consumed clean energy, the establishment of a novel organic waste biostabilisation facility, eight new clean points, and associated R&D projects.

The Security and Emergencies sector, with a budget of 10,000,000 euros, will cover the procurement of equipment for BRIFOR, civil protection services, and volunteer fire brigades, the preparation of a blueprint for a new fire station in Guía de Isora, and the incorporation of mirror posts into CECOPIN.

A total of 38,500,000 euros is to be allocated to the Primary Sector and Animal Welfare, which includes initiatives aimed at establishing an island-wide network of animal shelters. Meanwhile, the budget for Tourism and Foreign Affairs will be 46,000,000 euros, which will encompass investments such as support for the Ibero-American MSME Forum.

In the realm of Industry, Commerce, and Business Support, there will be 16,000,000 euros available.

The Culture sector will receive a significant investment of 50,000,000 euros, alongside Sport benefiting from 32,000,000 euros.

Investment in R&D&I projects is set to reach 20,000,000 euros, which will include the expansion of the Institute of Technologies for Biomedicine in collaboration with the ULL and support for doctoral candidates on the island within priority research areas.

These investments will complement the allocations dedicated to modernising the Cabildo, enhancing its public services, safeguarding heritage, as well as advancing digital transformation, citizen services, and the overall quality of island services, which are projected to total 116,891,217 euros by 2025.
