El Rosario closed 2023 with more contests than minor contracts

During the past fiscal year 2023, the El Rosario City Council processed a total of 40 contracting files for a combined value of 11.6 million euros, as estimated value for the purposes of the Public Sector Contracts Law (LCSP). “Of this total amount, only 265,000 euros were awarded directly through 18 minor contracts,” the City Council highlights in a note. «It so happens that 2023 was the second consecutive year in which the number of large contracts processed through the Public Sector Contracting Platform exceeded the contracts that do not require a public bidding process, the so-called minor ones: 22 versus 18,” adds the local institution.

The mayor of El Rosario, Escolásico Gil, highlights that «We have gone from awarding 60 direct contracts in 2020 to only 18 in 2023, always prioritizing open contracting and advancing our objective of bidding as much as possible and reducing the use of the figure of the minor contract to specific or urgent cases. The first mayor emphasizes that “all this has been possible thanks to the fact that we have progressively built a modern Administration and increased the number of qualified officials that allow the work capacity of the Contracting area to have intensified.”

It should be specified that contracts by direct award are regulated in article 118 of the LCSP and are limited to works, services or supplies for a certain amount. «Both the State and Autonomous Public Procurement Boards advise its gradual reduction so that, in general, the principles of freedom of access, publicity, transparency and non-discrimination can be guaranteed. equality of treatment that the LCSP promotes, something in which the City Council of El Rosario works intensively,” the note states.

The local councilor concludes that, “just like last year, we have managed more open contracts on the Contracting Platform than other municipalities on the Island in our area and with similar characteristics to ours, and even superior ones, so it is also “A source of pride, since we guarantee that our neighbors’ money goes to the winning companies through the mechanisms that guarantee the transparency of the contract and efficiency in the use of public money.”

During 2023, a total of 22 contracting files were managed on the Public Sector Contracting Platform (8 service contracts, 6 works contracts, 5 supply contracts and 3 private contracts). All these contracts add up to a total of 11,323,491 euros, as an estimated value for the purposes of the LCSP. Added to these are 18 minor contract files, divided into 14 services, 2 works and 2 supplies, all of them awarded for a total amount of 265,000 euros. In addition, the Contracting area processed another 20 files during fiscal year 2023 that had to do with contract extensions, contract modifications, resolution files, price reviews or extensions of execution deadlines, among others.
