The new Corporation of Tacoronte will be the only one in the north of Tenerife that will not be able to take office on Saturday, as will the rest of the municipalities in Spain in an extraordinary plenary session. In this case, the session cannot be held since the resolution of the Zone Electoral Board with the appointment of the elected officials has not reached the City Council, after the claim presented by the Canary Islands Coalition (CC) when 283 Vox votes were considered valid , which were initially null, because there was a material error in the proclamation of the candidacy, “being clear and unequivocal the will of the voters of the municipality.”
The challenges for the inclusion of a substitute candidate who had been annulled in the final ballot, but who did appear in those sent to homes, were transferred to the Central Electoral Board, which has not yet ruled on the matter and, therefore, does not there is a proclamation of elected candidates. The forecasts are that it will meet between today and tomorrow, but even so, the time established for the plenary session is not met, which must be extraordinary and not urgent, that is, be convened 24 hours in advance to guarantee the attendance of all the councillors.
This fact was transferred and confirmed yesterday by the acting mayor, José Daniel Díaz, and the municipal secretary, during the last session of this term, after consultations with both electoral boards.
This decision may affect the composition of the Plenary, because if the appeals presented are finally upheld, Vox would lose its only mayor and CC would recover the fifth that was initially awarded by the ballot box and with which it had achieved a technical tie with the PSOE – five councilors each -, which was the party that obtained the highest number of votes.
However, if the formation of Santiago Abascal chooses to present a contentious electoral appeal because it considers it unfair, it will be delayed until July 7, given that, in that case, the Organic Law of the General Electoral Regime (Loreg) establishes in its Article 195 that “they are constituted on the fortieth day after the elections.”
Despite the fact that PSOE, CC and PP have already closed a governance agreement for the next four years with the socialist Sandra Izquierdo in the Mayor’s Office, it is worth asking if the decision of the Board can change the conditions of the same, of which no details have been disclosed nor have they disclosed the distribution of the areas of government that the three political formations will assume.
Consequences for the government pact
In a joint statement they assured that in the meetings held they spoke of “loyalty, honesty and work” and the need to “get fully involved so that Tacoronte can move forward after many years of neglect and disorganization.”
Between the three there are 12 councillors, five from the PSOE, four from the CC and three from the PP, a number that may vary in the coming days if the technical tie between the first two games is confirmed and the nationalists demand other conditions, although none of the three partners of the future government have wanted to rule on this possibility.
