The Urban Planning Department of La Laguna has put out to tender a substantial modification of the General Planning Plan (PGO), and its environmental evaluation, for the improvement of the free public spaces of Valle Guerra, with the implementation of a new one in the center of the urban core. The estimated value of the contract for the drafting of the document amounts to 313,260 euros and the execution period is 30 months. Bids can be submitted until June 5.
As explained by the managing director of the Urban Planning Department, Santiago Pérez, this measure is motivated by the fact that Valle de Guerra has large tracts of vacant, undeveloped land, which have remained isolated because the traditional occupation has been carried out with houses located to the inner road edge. These empty land enclosures have no connection to the public road, making it impossible to form a minimal urban fabric that solves the problems of insufficient support infrastructures and that allow their development.
The purpose of the contract is to provide an urban solution to the legal deficiencies of free urban spaces in the center of Valle de Guerra. For this, the best location of a new free space will be studied so that it occupies a position of centrality and serves as a connecting element of the existing public infrastructures such as the Ayatimas public school and the Valle de Guerra IES, and the Mayor’s Office, the square of the Church of Nuestra Señora del Rosario and the Valle de Guerra pavilion.
In addition, the best mechanisms from the urban and environmental point of view and the most economically and technically viable for obtaining and executing this free space will be studied, ranging from expropriation to the delimitation of some small urban development, but which in no case mortgage the future model of the nucleus or the municipality.
Santiago Pérez recalled that, during the adaptation procedure of the PGO in Valle de Guerra, the participation of the citizen platforms that were created as a result of their concern for the sustainability of their nuclei and the interest in actively participating in the decision of the model of the same, having their proposals and ideas the plus of knowledge in situ of the reality of each place.
The Councilor for Territorial Planning also stated that “these initiatives of the municipal government are not the result of improvisation but of long work that has required political direction, with the establishment of priorities, and great performance by the different services of the Urbanism Management”.
“We have worked on projects and proposals around which there is a great need and a great social consensus in their territorial areas,” said Santiago Pérez, who gave the example of the recovery of the Punta del Hidalgo coastline, “abandoned for decades.”
“There is also a need and a majority agreement to close the chapter of the speculative operation that CC wanted to perpetrate in the heat of the PGO processing, with the Valle de Guerra boulevard, which urbanized and broke the image and configuration of this town, occupying for always some spaces that today are agricultural, and that must have another purpose, such as building a large urban park, in such a way that Valle de Guerra gains in connection and a great contribution of urban and environmental quality”, he pointed out.
