The Ministry of Finance, Budgets and European Affairs of the Government of the Canary Islands has activated a website to monitor the Recovery and Resilience Mechanism (MRR) in which it is shown that the autonomous community is currently executing 697 million euros in grants and contracts charged to these extraordinary European funds in the first two years of the six established as the execution period.
The vice president of the Government of the Canary Islands and counselor for the area, Román Rodríguez, has indicated in this regard that the Executive “has wanted to centralize all the accounting, budgetary and thematic information of the MRR and make it available to the public for the sake of the greatest possible transparency in the management of public funds.
Román Rodríguez stressed that, despite the fact that these resources can be executed until the year 2026, the degree of execution is high and is in step with the rate at which the resources are reaching the coffers of the autonomous community; In fact, the Canary Islands received the first transfers in September 2021, that is, practically with the first year of the term in its final stretch.
“It must also be taken into account that the first years of this type of funds are the most complicated due to the previous work of defining projects and calls, while in the following years the pace accelerates,” he pointed out.
According to the data posted on the web, of the 697 million euros in execution, 639 correspond to subsidies and another 57 to contracts. For greater specificity, 211 million appear in recognized obligations, 254 million in early processing files; 46 million in multi-year files and another 141 million in credit withholdings for the processing of the files. The rest, up to 697 million, have already been published in the State Contracting Platform and in the National Subsidy Database.
Given that the income received by the autonomous community amounts to 1,145 million euros, the projects in execution stand at 61%. Of those 1,145 million euros, 455 were received in 2021 and the other 690 million, in 2022.
The website activated by the General Directorate of Planning and Budget is structured into three large sections, among which the MRR information has been distributed; accounting execution, budget execution and thematic areas.
Within each of these blocks specific information is added. Thus, in the block corresponding to accounting execution, it is possible to consult the subsidies and the contracts in execution; In the budget execution section, data is provided on income and expenses by component and expenses by chapter, while “thematic areas” provides information with a top 20 of the main investments with a percentage indicating the allocations according to the sectoral conferences. corresponding.
