The Santa Cruz City Council has approved the tender specifications for the concession of the kiosk-bar in Don Quijote Park. The Heritage area, directed by Juan José Martínez, resumes the implementation of this space that already went out to competition in 2019 and was left deserted. This kiosk will complete the services of this space located in the Salud-La Salle District, and which already has a playground and a road safety circuit with inclusive games for the little ones.
According to the approved specifications, the only thing that has been corrected is the submission period, the payment of a quarterly fee of 1,500 euros is proposed as the bidding basis, from which the offer offered will be scored with a maximum of 30 points. the largest amount.
In addition, the concessionaire must make a significant initial investment in the premises due to its current deterioration and the necessary actions for the accessibility of the toilets. Given this circumstance, a one-year grace period is proposed.
Regarding the proposed duration of the concession, this is 10 non-extendable years, time in which it is estimated that the concessionaire will be able to fully amortize the initial investment.
The specifications also provide for the revision of the canon when the interannual CPI exceeds 2% according to the annual variation in prices. It is proposed that the presentation of an economic-financial feasibility plan be required. The existence of a document of this type, the technicians point out, has been key to reporting the occasional claims related to the economic and financial imbalance of the concession. Given the difficulty of measuring and comparing the goodness of this type of document, it is also proposed that their mere presentation by the bidders be valued with 10 points as an objective criterion.
