La Laguna Begins Community Consultations for New Urban Plan

The City Council of La Laguna has opened the round of contacts with residents to draft the new urban planning plan for the municipality. The Urban Planning Management has held an informative meeting with representatives of neighborhood associations about the opening of the bidding for the drafting of the new General Planning Plan (PGO), the document that regulates the uses of the territory of La Laguna.

A crucial process

The City Council assures in a statement that this meeting starts the process for the new PGO with a commitment that according to the mayor, Luis Yeray Gutiérrez, focuses “on transparency and participation from the very first steps, through a meeting where all the information was provided and representatives’ doubts and questions were addressed regarding the content of the specifications, the phased development of the Plan’s drafting, and the participatory processes that will be opened after the award of the contract, expected for November“.

The meeting was held in the boardroom of the Urban Planning Management and, after an open call to all entities, representatives from the Federation Los Menceyes, the Plataforma Pueblo Unido de Valle de Guerra, as well as from the Las Tres Calles de Tejina, Casco Histórico, Rodeo Alto, and Castrejón de Geneto associations attended.

On behalf of the City Council attended the Councilor for Territorial Planning, Adolfo Cordobés; the head of the Planning and Management Service, Ana Isabel Abreu, and members of the Urban Planning technical team.

Out to bid

The City Council of La Laguna entrusts the drafting of the new General Planning Plan (PGO), the most important document for managing the territory. The Public Sector Procurement Platform published on Monday, May 19, the bidding of the contract for the renewal of the most important document for managing the territory of the municipality of Aguere.

1.3 million euros

The local government wants to guarantee with the new PGO, according to a statement, “a sustainable and efficient urban development, protecting the environment and cultural heritage, as well as helping to boost the local economy and generate employment”. The Urban Planning Management has a bidding budget of 1.3 million euros and a drafting period of 45 months.

To promote this meeting, a participatory chat with associations was set up just over a week ago, allowing the incorporation of all neighborhood representation groups and broadening the reach of communication.

The Laguna City Council also informs that in the coming months, the Urban Planning Sector Council will be convened for the participation and advisory of the General Planning Plan and the special planning plans of the municipality of San Cristóbal de La Laguna, an advisory body in which all the political formations of the local Corporation and various institutions and organisms will be represented.

Neighborhood representation

In addition, the procedure for the establishment of a neighborhood representation body will be studied, which will be developed jointly with the relevant municipal areas with the aim of strengthening the local commitment to participatory urban planning, based on dialogue and seeking consensus.

The new PGO is therefore proposed from the premise that the combination of technical and legal criteria with the perspective of those who inhabit the municipality is essential to design more functional, accessible, and sustainable spaces, a planning model that will also be aligned with the Local Urban Agenda, approved last December.

21-year antiquity

The current PGO is 21 years old, which means for the mayor “a handicap when facing the new challenges of a society that looks to the future with very different expectations than two decades ago”. “We need updated planning that allows us to advance in the sustainable development model signed by Laguna residents”, he emphasized.
