The Company Committee of Metropolitan of Tenerife has submitted a request to the Cabildo de Tenerife to commence a thorough investigation into the “serious irregularities” identified within the organisation since November 2022.
These irregularities have been detailed in two reports produced by the administrative service overseeing legal regulations, union relations, and the public sector of the Island Directorate of Human Resources, dated February 10, 2023, and November 22, 2024, respectively.
Among the identified irregularities are changes in remuneration without the required process or mandated reporting, shifts in professional groups without a selection process, management appointments made outside the principles of equality, merit, and capability, and the award of bonuses lacking conventional, contractual, or regulatory backing, as noted by CCOO in a statement.
Currently, workers have stated that the Cabildo’s response has only included the initiation of a disciplinary file against an area leader, which they deem “insufficient” in light of the gravity of the situation.
Furthermore, they highlight a discrepancy between the figures recorded in the remuneration documentation associated with the Equality Plan and those published on the Metroenife Transparency Portal, “potentially constituting a breach of the principles of accuracy and transparency.”
The report itself admits that a coordinated effort has not been undertaken by the appropriate body within the Cabildo to demand accountability beyond this singular file.
Additionally, the Company Committee has identified a salary increase of nearly 15,000 euros annually without conventional, contractual, or regulatory justification for a member of the Metropolitan Directorate of Tenerife, SA, which does not appear in any of the reports compiled by the Administrative Service of Legal Regime, Trade Union Relations, and Public Sector of the Island Directorate of Human Resources.
Consequently, the Company Committee is urging the Cabildo to initiate a comprehensive inquiry into all the appointments, salary allocations, and promotional processes undertaken by Metroenife over the past 15 years, review the legality of each situation that has been consolidated without due process, establish accountability for political, administrative, and disciplinary responsibilities as necessary, and ensure the effective execution of the budget in accordance with the principles of TREBEP and Law 40/2015.
The Insular Corporation is also requested to inform the Company Committee and staff regarding the outcomes of these actions.
