The Metropolitan Company Committee of Tenerife has made a request to the Cabildo de Tenerife to commence a thorough investigation into the “serious irregularities” identified within the organisation since November 2022.
These irregularities have been confirmed in two reports issued by the Administrative Service of Legal Regime, Trade Union Relations and Public Sector of the Insular Human Resources Directorate, dated 10 February 2023 and 22 November 2024, respectively.
The irregularities noted include alterations to remuneration without the necessary procedure or compulsory reports, changes in professional groups without a selective process, management appointments contradicting the principles of equality, merit, and capability, as well as the allocation of additional payments lacking conventional, contractual, or regulatory backing, as detailed by CCOO in a statement.
Currently, workers indicate that the Cabildo has restricted its actions to initiating a disciplinary file against a regional leader, which they deem “insufficient” given the severity of the issues at hand.
Furthermore, they highlight that a discrepancy has been observed between the figures in the remuneration registry of the Equality Plan and those published on the Metroenife Transparency Portal, “which could represent a breach of the principles of accuracy and transparency.”
The report itself acknowledges that a coordinated effort has not been made by the competent authority of the Cabildo to enforce accountability beyond this individual case.
Additionally, the Company Committee has detected a remuneration increase of nearly €15,000 per year without conventional, contractual, or regulatory justification for a member of the Metropolitan Directorate of Tenerife, SA, which does not appear in any of the reports produced by the Administrative Service of Legal Regime, Trade Union Relations and Public Sector of the Insular Human Resources Directorate.
Consequently, the Company Committee urges the Cabildo to launch a comprehensive investigation into all appointments, pay, and promotion processes conducted by Metroenife over the past 15 years, to review the legality of each established circumstance that lacks procedure, to establish political, administrative, and disciplinary accountability where applicable, and to ensure strict compliance with budget execution and the principles of the TREBEP and Law 40/2015.
It also expects the Insular Corporation to inform the Company Committee and the staff of the outcomes of these measures.
