The Canarian Health Service (SCS) alongside the UGT, SEPCA, and Intersindical Canarian trade union organisations, represented at the Sectorial Health Table, have released a joint statement opposing the contents of the proposed Law on the Modification of the Statute of the Statutory Personnel of health services put forth by the Ministry of Health.
They assert that, since July 2023, the Ministry has failed to involve any health service in the negotiations regarding the modification of the Framework Statute, offering no opportunity for suggestions or input on the document shared only after it was provided to the trade unions engaged in the negotiations.
The statement further criticises the proposed document for addressing matters that have traditionally been the responsibility of the Autonomous Communities, introducing amendments that significantly affect the budget without adequate financial justification, as noted by the Ministry.
“Moreover, it represents a regression from the general regulations,” the signatory organisations conveyed.
The SCS and the trade unions at the Sectorial Bureau acknowledge that the proposed law fails to meet the expectations laid out for professional groups and has not garnered the support of health services. This situation could trigger a labour dispute among statutory personnel, who were excluded from both the negotiations and the drafting of the proposed document.
This scenario adversely affects patients, as ongoing conflicts burden health services, consequently diminishing the quality of healthcare provided.
In light of the foregoing, the signatories of this document call for the retraction of the proposed draft Law of the Statute of the Statutory Personnel and urge the initiation of necessary efforts to develop a new proposal collaboratively with the Health Services.
