The historic centre of La Laguna will soon implement a Lighting Master Plan, “which serves as an executive planning tool for street, commercial, ornamental and temporary lighting that is planned for the historic ensemble over the next decade,” as stated by Adolfo Cordobés, the Councillor for Territorial Planning and Cultural Heritage of the La Laguna City Council.
The councillor highlighted that, “while its goals include executing actions for the gradual enhancement of heritage and significant buildings, the final result will be shaped by the contributions made during the planning process.”
Cordobés also clarified that the Urban Planning Management “will be responsible for procuring the drafting” of this master plan, whilst “the implementation of the actions outlined in the final document will relate, in terms of competences, to other departments within the city council.”
In this context, the Comprehensive Management Office of the Historic City is utilising its resources through the Historic Centre Management Service of the Urban Planning Management to work on the documentation and specifications for the tender aimed at developing various planning and management tools, including the previously announced Management Plan for the Historic City and this new Lighting Master Plan. The goal is to initiate the tender process within this first semester, as indicated by the relevant department.
“The inclusion of the historic ensemble on the World Heritage list necessitates the creation of a Management Plan for the Historic City in order to safeguard its significant universal value and pass it on to future generations,” Cordobés reminded, noting that this plan will encompass “a series of elements that, due to their specific nature, will be elaborated in supplementary documents,” like this Lighting Master Plan.
The Comprehensive Management Office of the Historic City is tasked with coordinating the preparation or contracting of the work necessary for drafting these plans, along with providing assistance and oversight throughout their development.
Stakeholder Involvement
For its creation, they indicated, there will be extensive communication and participation initiatives designed to engage all citizens, sectors, and institutions throughout every phase of its development. Thus, the outcome will reflect the contributions from all stakeholders (community members, groups, sectors, administrations, Municipal Heritage Council, specialists in various fields, legal experts, and technical teams, etc.).
They also emphasised that these plans are a vital preliminary step to facilitate the review of the Special Protection Plan (PEP) of the historic ensemble.
