The government of Tenerife Council blames the Canarian Coalition for rebellion of mayors against nominative subsidies to municipalities in the island budget for 2022. The accounts establish a distribution of almost 16 million euros among 14 of the 31 municipalities on the island, 11 of them governed by the PSOE. Berta Pérez, Minister of the Presidency, Finance and Modernization, asks CC to “not divide the municipalities” and defends the “equitable” distribution of resources. Three other municipalities, those of La Orotava, Los Realejos and Santiago del Teide, joined the front yesterday, which they led on Thursday Santa Cruz of Tenerife, El Rosario and Arico, after knowing the distribution of the money in the Insular Council of Territorial Administration (CIAT).
Berta Pérez highlights that the municipality of Santa Cruz has «important stagnant investments due to the lack of response from the City Council ». He insists on “investment equilibrium.” He argues that “employment and social action programs have been launched that have benefited the 31 municipalities, something that had not been done before, when subsidies were only articulated for a few, leaving out the rest.”
Berta Pérez recalls: “We have financed employment plans for all municipalities.” Likewise, he adds, “with equitable criteria, aid has been distributed without leaving anyone behind, in the management of the social emergency, for the supply of basic products to the vulnerable population.” It also reviews “the 1.6 million euros of the 2021 Municipal Modernization Plan, which will be repeated in 2022.”
“They have not explained to us what criteria have been followed for this distribution”
The counselor assures that These management examples demonstrate “the Cabildo’s spirit of equity” and they reflect that CC’s assertions “are not only false, but also reckless because they try to pit some municipalities against others.” Apostille: “We are very concerned about this strategy of confrontation with the Cabildo and the municipalities that are not of the same political color as CC.”
The Insular Corporation “enables numerous investments that CC omits” Perez values. Like the social and health center that will be built in Arico with 3.5 million euros and 76 places. “An infrastructure that has been prioritized there,” he says. Along the same lines, he recalls that “the El Rosario City Council is one of the ones that has received the most money directly.” Like the ten million euros for an industrial estate of municipal ownership “abandoned” and the 1.5 “for the treatment plant.”
From Las Tables to El Cercado.
With respect to Santa Cruz, Berta Pérez indicates that the contributions of the Cabildo are numerous “That the mayor seems to have forgotten.” It indicates the next award of the works of the Parque de Las Mesas, for almost one million euros; the agreement to finance the canalization of the El Cercado ravine, in San Andrés, with an insular contribution of 1.2 million; the works of the Santa Cruz treatment plant for an amount of 865,689 euros; the project for the renovation of the sewerage networks in Valleseco, with a bid budget of 2.8 million; the more than 4 million euros for the Valleseco beach project; cleaning up Valle Crispín and improving access to Playa de Benijo. He adds that “we are waiting for the City Council to go ahead with other planned investments in the capital.” Berta Pérez mentions the agreement to carry out new works in the area of Plaza de España, as well as the action protocol presented in June to intervene in the Taco mountain. He describes as “regrettable the desire of CC to disqualify for free and with false arguments.” He concludes: “The most worrying thing is the attempt to confront the municipalities, when they know that this island government is the one that has been most concerned about equitable distribution among all the territories of the Island of Tenerife.”
“They have not thought about the general interest of the Island, but about partisan criteria”
“Neither equality nor equity.”
Francisco Linares is mayor of La Orotava and insular secretary general of the Canary Islands Coalition. He was at the CIAT meeting and intervened with various arguments. It indicates that “the commitment of the mayors, signed in 2016 and with ten years of execution divided into two five-year periods, is still in force.” It was linked to the Fedecan funds and to the strategy of the Insular Strategic Framework, the Medi. Linares points out that “from Fedecan we have not received anything and the Cabildo is the ruler of those 160 million.” He adds that “there are municipalities pending of these items included in their budgets.” Regarding nominal subsidies, he values: “We ask to know with what criteria they have been awarded without competition to promote equality. We did not get a clear answer, although the president promised to study it.” Linares figures at “95%” the amount that has gone to the consistories governed by the PSOE. He stresses that “we are not asking for more, but we are not asking for less”. Hence, it demands “free public access to these aid so that no one feels discriminated against.” The mayor of Orotava remembers that the mayor of Santa Cruz has announced “amendments to the budgets.” Linares summarizes: “Equality and equity have been lacking. Without the protection of Fedecan or the Strategic Framework, any subsidy must have a concurrent period ”. He concludes: “La Orotava has not received a single euro either because the 600,000 for the Teobaldo Power Auditorium were already committed in other budgetary provisions.”
“Without explanation”.
Adolfo González, first deputy mayor of Los Realejos, governed by the PP with Manuel Dominguez as councilor, he agrees with Linares that “we did not receive even one euro of this nominal subsidy. There are 600,000 consigned for the Cine Realejos Theater but they were already in the Cultural Infrastructure Plan to be developed through an agreement ». He underlines: «The criteria for the distribution have not been explained to us. We ask insistently but they respond with balls out, a defensive posture and the argument that investments are already in the budget. But that was not the debate. He concludes with a reflection: “Why have not included in this grant, for example, the 800,000 euros of our municipal swimming pool?”.
“Why haven’t they included the 800,000 euros for our municipal swimming pool?”
“Regrettable”.
Emilio Navarro, mayor of Santiago del Teide for the Popular Party, qualifies as «Regrettable» that a president of the Cabildo «does not work for the good and the general interest for the Island but thinking about political questions to distribute the money among the Socialist Party Town Councils ». He insists that “Pedro Martín is not thinking about the development of Tenerife but about other interests, in this case partisan.”
