The Masonic Temple, Viera y Clavijo Cultural Park, the renovation of La Rosa Street, alongside the initiation of other equally significant projects, such as the comprehensive restoration of the Guimerá Theatre.
Presidency
Within the Presidency sector, overseen by Councillor Purificación Dávila, the Personnel Expenses (Chapter I) budget for 2025 is not expected to experience notable changes, apart from those dictated by modifications in remuneration established in the General State Budgets for 2025 or the creation of new positions. Concerning Public Employment Offers, those from 2021, 2022, and 2023 will be implemented, comprising a total of 193 roles.
Similarly, the General Directorate of Technology intends to initiate the upgrade of hardware and software systems, which will also include enhancements in cybersecurity and protective measures, as well as multi-channel services for citizens such as 010, kiosks, or chatbots, with an allocation of 389,000 euros.
Public Services
In Public Services, also led by the first deputy mayor, Carlos Tarife, with a budget exceeding 70 million, the principal aim is to maintain the city in optimal conditions regarding cleanliness, parks and gardens, illumination, asphalt, and roads. Among the challenges the department faces are the re-awarding of the parks and gardens contract and tendering for the management of cemeteries.
The rollout of the organic waste container initiative across the five districts is another priority for 2025. Notable projects include the development of a park between the towers of Santa Cruz, which design phase is currently underway, along with a framework agreement for paving and sidewalk enhancements amounting to nearly 3 million euros.
Furthermore, the pedestrianisation of Santiago Street and the provision of additional car parks in Santa Cruz neighbourhoods, including the Almeyda car park, are other initiatives worth mentioning. The initiation of a project aimed at connecting the city centre with the Las Mesas park via a cable car is also noteworthy.
Environment
In the Environment sector, which is also under the jurisdiction of the Public Services mayor, efforts in 2025 will focus on further regulating cat colonies to ensure professional management, strengthening pest control and rodent eradication campaigns, and advancing the search for methods to enhance the natural environment.
Strategic Planning
From the Strategic Planning area, led by Carlos Tarife, the management of the Next Generation funds acquired and securing new funding will be the primary objectives throughout 2025. Currently, over 40 million has been secured for various projects in the capital, many already in progress, with more set to commence in the upcoming year.
Infrastructure
In terms of Infrastructure, under the stewardship of Javier Rivero, with a budget surpassing 17 million, the commitment to the Palmetum coastal ring is highlighted, with the tendering process expected to commence before the end of 2024. This initiative is anticipated to be included in the Call for Subsidies from the European Regional Development Fund 2021-2027 (ERDF) as part of the Comprehensive Local Development Strategy.
Particularly significant activities in the public roads sector entail urbanisation projects in the La Monja area, revitalisation of the central avenue in Los Majuelos, development of the streets in Ciudad Jardín, or the sustainable urban park of Barranco Big.
Additionally, initiatives will be undertaken to enhance accessibility throughout the municipality, encompassing projects such as the 1,000 homes in La Salud, as well as those on Cornisa and Güímar streets, also in La Salud, which will be financed by the Cabildo de Tenerife. In terms of cultural infrastructure, there will be a push for the restoration of the Guimerá Theatre and the second phase of the Carta Palace. Most of the mentioned projects are part of programmes or calls aimed at securing European funding.
The creation and enhancement of outdoor physical activity areas will continue, including the María Jiménez sports centre, Juan XXIII sports and leisure area, rehabilitation of the Tíncer football pitch, and comprehensive refurbishment of the Acidalio Lorenzo swimming pool. This also includes a commitment to establish a new social centre in Roque Negro.
Mobility and Accessibility
The Mobility and Universal Accessibility sector, led by Evelyn Alonso, has a budget of 27,070,918.59 euros for the forthcoming year, covering Current Expenses and Investments. Alongside the maintenance of key mobility contracts, emphasis will be placed on equipping the new Mobility Control Centre, with a total budget of 4,320,954.56 euros, of which 2,798,385.62 euros is earmarked for the coming financial year.
A programme to enhance Road Safety will also be implemented, along with projects related to the establishment of a Low Emissions Zone and the installation of dynamic signage in the San Andrés area to inform drivers.
Funds will be allocated to develop the Sustainable Urban Mobility Plan of the Santa Cruz de Tenerife City Council, promoting new cycles in the bike network, parking supply information systems, or conducting studies to analyse and improve goods distribution in Santa Cruz. This is coupled with a strong commitment to enhance the efficiency of urban public transport and renew the fleet towards sustainability, comprising some of the most important undertakings.
IMAS
At IMAS, overseen by Councillor Charín González, there is a dedication to consolidating and expanding existing programmes. With a budget of 32 million, the home help service is highlighted with a social investment of 8 million by 2025, with the potential for growth throughout the year. Additionally, there are actions aimed at supporting non-professional caregivers, an increased budget for the Housing First programme, which aims to secure housing for the homeless, and enhanced day services in the Childhood and Family sector, with new offerings.
Equality
The Equality, Education and Youth service has a budget reaching 4.3 million euros aimed at achieving Sustainable Development Goals, including guaranteeing equal opportunities, promoting gender equality, and eliminating all forms of violence against women and girls.
Security
From the Security sector, Gladis de León indicates that a budget of 10,064,980.86 euros has been incorporated, up from the 9,583,980.86 euros allocated in 2024, reflecting an increase of 481,000 euros, a positive variation of 5.02%. Its primary goals are to enhance resources in the area, from uniformity to improving the psychosocial conditions of personnel, upgrading facilities, and acquiring materials such as motorcycles, vehicles, bulletproof vests, and personal police body cameras.
Parties
The Autonomous Organisation of Festivals and Recreational Activities (OAFAR), coordinated by Councillor Javier Caraballero, adopts a budget exceeding 10 million euros this year, marking an increase in comparison to the previous year, thus adapting
to the actual expenditure of the OAFAR, which will facilitate the organisation of the Carnival, May and Christmas Festivals, along with the various celebrations occurring in the neighbourhoods.
Culture
In the Autonomous Organisation of Culture (OAC), councillor Santiago Díaz Mejías has earmarked a budget exceeding seven million euros for a year that will be characterised by the closure of the Guimerá Theatre for its comprehensive refurbishment. This closure will be partially compensated by the reopening of the La Recova Art Centre and cultural events in the districts. The revitalisation of the Museum of Fine Arts and projects aimed at enhancing awareness of the Historical Heritage will comprise its key activities, in a year during which Ángel Guimerá will continue to receive recognition.
Town Planning
The Municipal Urban Planning Management, led by Zaida González, has proposed a budget that surpasses 3.7 million euros, focusing its efforts in 2025 on advancing the new General Planning Plan for the city, finalising the planning in front of Las Teresitas, as well as special plans for Los Hoteles and Antiguo Santa Cruz. Enhancing citizen services and improving regulations are also among its primary objectives.
Development Society
For the year 2025, the Development Society, with delegate councillor Carmen Pérez, has been allocated a budget of 5,760,000 euros, intended for initiatives focused on the business community and citizens. This involves supporting the establishment and growth of businesses, as they are the primary employment generators in the area, with a clear commitment to local commerce. Actions aimed at strengthening the commercial landscape and promoting consumption are also planned, primarily through programmes that encourage leisure in key commercial areas.
Additionally, initiatives will target job searching and social inclusion, enhancing training and employability, with particular support for local entrepreneurship and the advancement of innovation and business growth.
Maintaining the enhancement of Santa Cruz as a Tourist Destination is also crucial, through various actions aimed at promoting quality, innovation, digitalisation, competitiveness and professionalisation of the sector. These efforts are designed to develop an improved, attractive, and distinctive offering for Santa Cruz de Tenerife, thereby enhancing the visitor experience.
Housing
The Housing budget, overseen by Belén Mesa, allocates 12,310,000 euros for 2025 through the public entity Homes, Projects and Municipal Works of Santa Cruz de Tenerife, SA. This corporation plans the construction of various developments on municipally owned lands, initially on plots located in María Jiménez and Cuevas Blancas, along with the necessary plots to meet the planned housing requirements as part of the Canary Islands Housing Plan 2020-2025 in Santa Cruz de Tenerife.
In response to the demand for protected rental housing within the municipality, the development and execution of various promotions under a rental regime is proposed for 2025, which will allow for the expansion of the existing public rental stock.
As part of the Insular Active Housing Programme, which aims to provide a subsidy line to the municipalities of Tenerife for their acquisition of completed or pending housing developments, the Island Council has granted Santa Cruz a subsidy valued at one million euros, while the Canarian Housing Institute has pledged to contribute a subsidy of two million euros.
The Municipal Housing department will continue rehabilitation efforts through the Urban Regeneration and Renewal Areas (ARRUs) and the Programmed Rehabilitation of Residential Environments (ERRP), along with managing the public housing stock.
Sports
Under the Sports and Quality of Life division, managed by councillor Alicia Cebrián, the budget for the forthcoming year is set at 8,409,571.95 euros, with Chapter II increasing by approximately 400,000 euros, largely due to heightened maintenance contracts and activities; additionally, an ambitious Chapter VI has been created, focused on works, which will include executions awarded at the end of 2024 and undertaken throughout 2025.
In the grants section, existing lines will see enhancements, as well as the establishment of a new line of aid aimed at renewing the grass on non-public football pitches.
