Resilience: ability to overcome traumatic circumstances. The word has been very present during the intense conference that took place yesterday in the Tenerife Auditorium to explain how the European Recovery Funds will be managed and to which sectors after the pandemic of the Covid-19, the so-called Next Generation. Tenerife and Canary Islands are “ready” to receive more than 7,000 million euros both in the direct management of public administrations and in the concurrence of private companies. It is one of the conclusions of the Local Administration Forum on Resilience held at the Tenerife Auditorium.

“Co-governance”, “coordination” and “commitment”. Concepts to face the challenges in the management, fundamentally public, of these European recovery funds destined to alleviate the crisis generated by the pandemic.

“Drunkenness of numbers.”

The President of the Government of the Canary Islands, Angel Victor Torres He has referred to “a binge of numbers with a limited time limit” – at the threshold from 2023 to 2030 – which should bring about greater flexibility in its application for the outermost regions. Your wish that these funds “make us more competitive.” It has transferred its “support” to the staff of public administrations.

Coordination.

The president of the Cabildo, Pedro Martin, has underlined the need for administrative coordination for the funds to move forward. He described them as “an urgent opportunity to take advantage of.” It has also invited a reflection on the ability to manage them and has recognized that “the regulatory framework of public administrations is not the most appropriate.” It is concerned about the shortage of staff and excessive obstacles.

“We can not fail”.

Also participating in the meeting, organized by the Cabildo and the Novagob Foundation with more than 400 registered, the insular councilor for Finance and Modernization, Berta Pérez, and the president of the Canarian Federation of Municipalities (Fecam), Mari Brito. It has emphasized: “We cannot fail.” Pérez has emphasized the transformative power of the funds. “A paradigm shift” has sentenced.

Plan «Spain can».

Recovery, Transformation and Resilience Plan. Translated as Plan «Spain can». It was essential to have state sources, to know the transformations to be undertaken and their timing. For this, four senior officials from three ministries of the Government of Spain have intervened as speakers. The Secretary General for Digital Administration, Juan Jesús Torres; Salvador Estevan, general director of Digitalization and Artificial Intelligence; the Secretary of State for Territorial Policy, Alfredo González, and the General Director of the Plan, Rocío Frutos, of the Treasury. A lot of millions with four axes as destinations: Ecological transition, digital transformation, social and territorial cohesion and gender equality. Hence down a detailed structure to inject European money.

And the Canary Islands too.

The application of the plan in the Canary Islands has been explained by the Deputy Minister of the Presidency of the Canary Islands Government, Antonio Olivera. He has glossed what has been done and what is intended to be done with a starting point in the Canary Islands Sustainable Development Agenda. It calculates 818 million that will be received in the short term of the 69,500 from the Recovery and Resilience Mechanism (subsidies) both with public initiatives and for private companies. It breaks down the framework of the priorities to be executed from the ministries and the possibility of companies in different sectors, from the port to the audiovisual and from the tourist to the primary.
