Santa Cruz Launches Second Phase of Viera and Clavijo Development

The Santa Cruz City Council has initiated procedures for the second stage of the restoration of the Viera y Clavijo Cultural Park. Specifically, the Governing Board approved in its session yesterday the commissioning of Gesplan to amend the special plan of the park to eliminate obstacles that, from the perspective of municipal planning, hinder the lifting of the suspension of the two partial projects entitled Rehabilitation of the Pérez Minik Theatre or its demolition and new construction of the multipurpose room, as well as the new parking facility within the Cultural Park and enhancement of the surrounding areas.

The mayor of the capital, José Manuel Bermúdez, emphasised that “with what was sanctioned by the Government Board, the approval is granted to process the essential administrative elements necessary to embark on the second phase of the rehabilitation of the Viera y Clavijo Cultural Park.” He further stated that, “once Gesplan undertakes the new amendment of the special plan, the essential actions can be executed to ensure continuity throughout the space.” As noted in the file approved yesterday by the Board, the works for the partial project titled Rehabilitation of the Main Building of the BIC Property of the Viera y Clavijo Cultural Complex are presently underway, excluding the other two aforementioned partial projects which are currently suspended, as they do not adhere to the current Special Plan for Viera y Clavijo Park according to a report issued by the Licensing Service of the Municipal Urban Planning Management, dated June 21, 2021.

Consequently, the Administrative Service of Urban Projects, Infrastructure and Works made a request to the Municipal Urban Planning Management to draft and process the modification of the park’s special plan to eliminate impediments that, from a municipal planning standpoint, obstruct the lifting of the suspension of partial projects.

The Management noted that “it is deemed advisable to pursue a modification” of this special plan, supplemented “by updated reports provided by qualified professionals in the field, which will outline the potential interventions to be carried out, based on all existing elements of value.” It was asserted that “the most efficient course of action for the request is that the Urban Projects Administrative Service itself either procures it through a public bidding process or commissions, through some entity, the drafting of this modification of the current special plan, which will be processed by this Management, with the collaboration and oversight of the Planning and Management Service.” From the Infrastructure sector, a report indicating insufficient resources was submitted, as the area “lacks adequate resources and technical experts in urban planning. This justifies the use of the commission for the execution of the task as a more rapid and effective means, particularly considering the various administrative challenges that have impacted the two partial projects, whose drafting is crucial to successfully complete the comprehensive intervention in the aforementioned BIC.”

62,442 euros

Thus, the processing of the appropriate order file in favour of Gesplan is recommended, which was sanctioned yesterday by the Governing Board, alongside the authorisation and allocation of the expenditure in favour of Gesplan for an amount totalling 29,834.24 euros, excluding IGIC, charged to the 2024 budget, and 32,608 euros, also excluding IGIC, charged to 2025, bringing the overall total to 62,442 euros.
