The City Council of Santa Cruz has recently announced a tender for the purchase, through a sales contract, of a building containing between 15 and 25 fully completed or, if necessary, unfinished homes on a “turnkey” basis, with a completion rate exceeding 75%. The selected bidder will be responsible for resuming the construction works until their full completion within a six-month period. The goal is to enhance the public inventory of protected housing for affordable rental as part of the Insular Activa Vivienda Programme approved by Cabildo de Tenerife and the Canary Islands Housing Plan 2020-2025.
As per the agreement, the properties will be handed over fully finished along with all the required documentation for their legalization and the operational readiness of the building and its apartments, parking spaces, and potentially storage rooms. In the case of unfinished projects under the “turnkey” model, the chosen bidder will be in charge of all activities, including obtaining necessary permits and executing finishing works.
Additionally, it will be crucial to prepare the essential technical and administrative documentation, management, and processing for the approval of any required projects. Another key detail relates to the maximum budget allocated to Housing, Projects, and Municipal Works for this tender, which totals 4,277,308 euros.
This figure represents the maximum reference price, stipulating that the properties offered must not exceed this amount. This is determined based on the reference per square metre of usable floor space of the property offered, which will consist of a complete building alongside its communal areas, parking facilities, and, if applicable, storage rooms, facilitating comprehensive management by Viviendas.
The eligibility criteria for proposals participating in the tender include: the property must be situated in Santa Cruz de Tenerife; it should be a high-rise structure containing between 15 and 25 apartments; the apartments must be outward-facing and possess over four bedrooms; they must hold a construction permit or a completion certificate and a deed of horizontal division; and they must be unoccupied and free of tenants.
