Investing One Million Euros to Construct the Premier Social Hub in Roque Negro

The inhabitants of the Roque Negro village, situated in the Anaga Rural Park, are on the brink of witnessing their longstanding request for a social establishment becoming a reality.
The Governing Board of the Santa Cruz City Council has officially given the green light today for the drafting of the project for this facility, addressing the necessity of the village residents for a communal space.

The project, with an estimated cost of 1,033,427 euros and a completion timeline of 15 months from its tendering, will primarily focus on the construction of a contemporary building consisting of a versatile hall and restroom facilities, enabling the hosting of various events. Additionally, enhancements will be made to the square and access surroundings leading to the social venue.

The Mayor of the capital, José Manuel Bermúdez, emphasised that “the Roque Negro social centre is a commitment we have held with the locals for a considerable period. Finally, after extensive efforts, we have managed to formulate a technical project and obtain approval for it.”

He further stated, “Our aim is to kick off the bidding process for the construction promptly, thereby fulfilling our obligation to the residents of the Anaga village who rely on this centre for their activities and gatherings. This establishment will not only cater to Roque Negro but the entire region, hence I am delighted to honour this commitment made previously.”

On his part, the Councilor for Infrastructure, Javier Rivero, elaborated that this initiative “includes the provision of a versatile space for activities by the community. This construction endeavour will also facilitate the enhancement of the square and access to the social hub, situated in a rural setting, creating a structure harmoniously blended with the natural scenery.”

Gladis de León, councillor of the Anaga district, added that “this project fulfils our pledge to Roque Negro, in addition to potentially serving as a meeting spot for residents and even evolving into a hub for coordinating initiatives with other parts of the Anaga massif.”

As per the architectural design by Antonio Arbelo, the building will boast a usable area of 147.54 square metres and will be strategically positioned to maximise views on both sides of the Roque Negro square, integrating the majority of the infrastructure below the plaza to minimise visual impact on the environment and enhance valley views.

The construction entails a two-level building with most areas consolidated on the lower floor, supporting a rectangular layout in the plan.

Structural Features

Hence, the primary access on the upper floor will be from the Roque Negro square, leading into the hall area. A staircase will connect to the lower level housing a multipurpose space for activities, discussions, and gatherings, along with storage and administrative offices.

Including two restrooms (one adapted), a utility room, and a service area, the multipurpose room further provides access to an outdoor terrace, interconnected with the square through a side staircase, also linking to the ground floor holding the local office.
Ramps and stairways with garden sections will be implemented to ensure universal accessibility for individuals with mobility limitations.

The installation of photovoltaic panels on the sloped tile roof will enhance the building’s energy efficiency, alongside new public lighting, furnishings, and garden zones.
