Over 540 Opinions Issued by the Advisory Council of the Canary Islands in 2023

SANTA CRUZ DE TENERIFE, 30th April. (EUROPA PRESS) –

In the year 2023, the Advisory Council of the Canary Islands has generated a total of 546 opinions. Among these, 39 were related to issues falling under the jurisdiction of the Government or the Parliament of the Canary Islands, while 517 opinions were focused on the legality of actions carried out by the Public Administrations of the Canary Islands.

Providing insights on this matter, the president of the Advisory Council, Pablo Matos, presented the final report of his term to the president of the Parliament of the Canary Islands, Astrid Pérez, on Tuesday.

Upon receiving the 2023 report, Astrid Pérez commended “the exceptional dedication and precision displayed by Pablo Matos during his almost six-year tenure leading this institution, responsible for ensuring compliance of Law Projects and Proposals with the Spanish Constitution and the Statute of Autonomy of the Canary Islands, as well as assessing the alignment of other matters with the legal framework consulted by various administrations and public institutions.”

Emphasizing the significance of the opinions and pronouncements from the Canary Islands Advisory Council, the Chamber’s president highlighted their vital role in the legislative process and their valuable advice to the administrations and public institutions in the Autonomous Community.

In a statement, Pablo Matos shared that the Council deliberated on two bills, including a popular legislative initiative, five bills – notably the Circular Economy Bill and the Biodiversity and Natural Resources of the Canary Islands Bill – alongside twenty draft regulations and ten decree-laws.

Reflecting on actions within the administrative domain, Matos underscored the importance of opinions issued regarding the financial accountability of various administrations, such as Healthcare, for ensuring the effective operation of public services under their mandate (totaling 338 opinions); resolutions or modifications to administrative contracts (51); extraordinary review procedures (7), and ex officio reviews (111). Additionally, the Council addressed declarations of nullity concerning irregular contracts by the Public Administrations of the Canary Islands, issuing a total of 59 pronouncements.

The Annual Report and Selection of Doctrine and Opinions by the Canary Islands Advisory Council for 2023 was unanimously endorsed during a session held on 15th March 2024, as per the guidelines outlined in Article 29.2 of the Regulations governing the Organization and Operation of the Canary Islands Advisory Council.
