SANTA CRUZ DE TENERIFE, 9th Feb. (EUROPA PRESS) –

The Annual Contracting Plan for 2024 by the Cabildo of Tenerife includes a reserved framework agreement for insertion companies and special employment centres of social initiative to provide maintenance service for palm groves in Tenerife, amounting to 865,000 euros.

The initiative on the island has been deemed very constructive by the Observatory for Responsible Public Procurement of the Canary Islands (OCPR), which, by endorsing the reservation of contracts, aims to promote social inclusion of individuals in vulnerable situations.

Recently, representatives of the Observatory and the social companies keen on participating in this tender met with José Miguel Ruano, the second vice president of the Cabildo and insular counselor for the Presidency, Administration and Public Service, as well as technical specialists from the areas of Contracting and Environment at the insular institution’s headquarters. The purpose was to address queries and encourage companies to partake in this framework agreement, in order to successfully resolve the corresponding tenders, as stated in a note from the Cabildo.

The counselor expressed gratitude to the OVPR for their collaboration in advising on the responsible public procurement of the Cabildo, and conveyed the island institution’s intention to further advance in this domain to elevate the contracting level.

Highlighting the staff’s commitment, he emphasised the objective of extending this practice to all areas of the Cabildo, deeming it crucial for a change in culture to occur, beyond what the legal reservations dictate.

The meeting delved into elucidating the challenges that social companies confront when undertaking public tenders, as well as the potential for collaboration across various domains beyond cleaning or maintenance, and the training requirements in responsible public purchasing, both for public administration and the insertion companies and special employment centres of social initiative.

Furthermore, technicalities associated with the specific framework agreement for palm grove maintenance were also disclosed.

The Observatory of Responsible Public Procurement of the Canary Islands is an initiative of the Anagos Network, backed by ADEICAN and EAPN Canarias, and financially supported by the Department of Social Welfare, Equality, Youth, Children and Families of the Government of the Canary Islands.
