After seven years in office without a fixed position, the mayor of Tacoronte, Sandra Izquierdo, has dismissed the until now head of the local police, Gabriel Medina, and has signed a decree by which she resolves that this position “will be filled rotation by the two active officers in the current staff of the local Police for a period of five months each until the position is permanently provided.”
It has done so following the request presented by the CSIF union to declare the full nullity of Decree 1912/2016, of June 23, partially rectified by Mayor’s Decree no 1946/2016, of June 24, having completed the causes that justified the accidental nature of his appointment, based on circumstances of urgent need to fill the position. The request has a favorable report from Human Resources of the City Council and the General Secretary.
Izquierdo has made this decision in accordance with the provisions of article 9 of the Framework Agreement signed between the Tacoronte City Council and the civil servants for the years 2023-2026, currently in force, which establishes that “when due to service needs, the Corporation must assign higher category jobs to members of its staff, will be communicated at the same time to the Personnel Delegate. If there are several officials trained to carry out these jobs, rotating shifts will be established between them. The maximum time for providing the replacement to a higher category may not exceed 5 months in one year or 7 months in two years.
After the dismissal of Gabriel Medina López, the two decrees mentioned above are annulled and Luis Alexis Castro Déniz is appointed “accidentally on a temporary basis, and in an exceptional and rotating manner”, who will serve as Accidental Chief Officer of the Local Police during the period from January 3, 2024 to June 2, 2024, while Gabriel Medina López will do so between June 3, 2024 to October 2, 2024, as stated in Decree 2599/2023 of December 23.
It so happens that the person designated to occupy the position in these first five months is the partner of the first deputy mayor and councilor for Festivals, Mobility, Transport, Citizen Participation and Neighborhood Associations, Noemí García.
However, when asked about this matter, the mayor, Sandra Izquierdo, responded: “I have signed this decision based on the technical reports, because things were being done irregularly. A request came in and we have to formalize it, I have no other option, I can’t look the other way. Personal issues that cannot be defended on the street or in the plenary session, I do not manage.”
Likewise, he assured that “Human Resources is already working on the call for this position and the Officer position to get them out as soon as possible” although he did not dare to give deadlines. “I want to think that in months she will be ready,” added the councilor.
He stressed that the government group is working on the new List of Jobs (RPT) although its approval is not a requirement to convene it, “but with the RPT we shape everything the City Council needs in terms of positions and positions,” he noted. .
Sources consulted by this newspaper indicated that Medina had presented a letter to the City Council to request that the position be removed in the two previous terms, but the current councilor “does not know” of any document of this type.

The CSIF denies favoritism
The CSIF union justifies its request given the entry of the new municipal Corporation “and the refusal of the previous ones to take measures,” says the civil servant delegate, Raimundo Castro Alonso. “Our request is in accordance with current legislation and the City Council’s legal report has been sent to the Canary Islands Advisory Council for a ruling on the matter,” he maintains.
Furthermore, he flatly denies political favoritism towards Luis Alexis Castro Déniz. “This person has been in the local Police for more than two decades, except that he went to Las Palmas de Gran Canaria to consolidate a position that he opted for at the time and has returned.”
As if that were not enough, the union representative criticizes Medina’s poor management as head of the local Police “since there are colleagues who have decided to leave the force due to problems with him” and makes it clear that when the position is taken, “he will be able to present himself.” “any applicant who meets the established requirements, not just the two of them.”
