SANTA CRUZ DE TENERIFE, Oct. 25 (EUROPA PRESS) –

The Minister of the Presidency, Public Administrations, Justice and Security of the Government of the Canary Islands, Nieves Lady Barreto, presented today in the Plenary Session of Parliament the measures of her department to advance in the modernization of the Public Administration and improve productivity; a set of actions – she said – “aimed at a progressive change in the evaluation of performance, without fear of evaluating ourselves, that allows us to move towards results, promoting planning by objectives, administrative simplification of procedures, digitalization and collaborative culture”.

For Barreto, the productivity of public employees will depend largely on our being able to chain actions, manage teams, good planning and results orientation, but also on improving the work environment and motivation, evaluation of the performance and regulation processes of public employment and remuneration, among other aspects. “We cannot continue living with the same model. We need an Administration that reflects the new reality, promotes policies for the well-being of people, eliminating bureaucracy to improve results.”

To carry out this function, the counselor included the need to develop leadership and management capabilities, which ensure that all employees are aligned with the organization’s objectives and create an environment of collaboration and mutual support. In this sense, one of the instruments that has been chosen in the Canary Islands, according to Barreto, is ‘management by objectives’ to be defined by the different departments, to achieve strategic planning for the government, distributing them according to the area of ​​competence of each one, creating action plans for its control.

Nieves Lady Barreto pointed out that the advantages should be aimed at the efficiency of the organization, by concentrating efforts on what is most necessary, avoiding distracting elements that generate waste of time and resources in projects that do not add value to the overall objective of the administration. “But it also allows it – she clarified – to integrate the human factor, by ordering and coordinating it around actions aimed at a common objective, with assignment of responsibilities to each of the participants, allowing the assessment of the results.”

In this sense, it included the need to continue promoting the digitalization of actions, which is already at 93%, not only because it facilitates access to the population, but because it increases productivity, as well as the project to simplify and rationalize the public administration procedures, since it results in the satisfaction of users, but also reduces the time necessary for resolution. In this regard, the counselor stated that at this time she has already begun the analysis phase of 23 procedures with the teams of each department.

Another of the objectives that the counselor pointed out is based on increasing the skills and competencies of employees in areas related to collaboration and knowledge management, in order to facilitate teamwork and the exchange of information, motivating employees to work collaboratively and promote the inheritance of knowledge.
