El Rosario transforms its obsolete town hall into a model headquarters in the Canary Islands

Beyond technical definitions to detail the improvement made at the headquarters of the City Hall of El Rosario after the development of a External Term Isolation System (SATE), The mayor of the municipality, Escolástico Gil, simplifies the explanations: “Neither stoves nor air conditioning are needed in a building that was a freezer in winter.”

The municipal councilor, who in the past elections locals rose with an absolute majority history, values ​​the transformation that the Town Halls of La Esperanza have undergone, leaving obsolete facilities typical of their construction in 1995 for an avant-garde system that provides an eco-sustainable solution and that minimizes its energy consumption, until its carbon footprint is practically zero, without CO2 emissions into the atmosphere, which fills the formation with pride policy which leads in El Rosario Escolástico Gil and which has been characterized by respect for the environment.

The change experienced is evident from the roof of the building, where the photovoltaic panels are the new tiles of the Casa del Pueblo in El Rosario. This facility is complemented by a hyper-reflective natural lighting system that makes it possible to reduce the electricity bill, allowing savings of up to 60 percent, according to the first estimates.

This change, which makes the headquarters of this town hall into a model for all Canary Islandshas been possible thanks to the investment of 237,326.20 euros that was allocated to a work that has lasted for a year, and that on top of that benefits from an 85 percent subsidy through the Institute for the Diversification and Savings of the Energy.

Until the chair of Environment and Sustainable Development of the University of La Laguna (ULL) has set the intervention developed at the municipal headquarters as a model because it allows to improve the comfort and efficiency of the building and prevents humidity from condensation on the roofs; the replacement of woodwork; the installation of solar protections on the windows and automated ventilation and air conditioning systems without electrical connection, which take advantage of solar radiation to heat the air and introduce it into the interior of the building and the assembly of a skylight with a lighting system using hyper-reflective tubes , which allow the entry of natural light despite the important height of the roof.

The rehabilitation of the thermal envelope of the building stands out, allowing the insulation of all habitable interior spaces and their separation from the exterior environment, reducing the need for temperature regulation devices. In addition, with the photovoltaic installation on its roof, it generates its own electricity for self-consumption with surpluses discharged into the network, in a clean way and achieving a high level of energy efficiency.

The mayor stresses that “this building is the model of what must be done to redirect a building designed with the energy parameters of the nineties of the last century towards a new building of the 21st century that advocates eco-sustainability, as endorsed by university experts in the course of important conferences on construction and sustainable development.

The Councilor for Ecological Transition, Fidel Vázquez, explains that “this building is a pioneer in the Canary Islands, both for the solutions adopted to improve its energy efficiency, and for the electricity savings that it entails, allowing it to become a zero-emissions building, making the most of the natural conditions of the environment” .

This improvement is the prelude to a much more ambitious project that will result in a game of squares that will catapult the change in the heart of El Rosario.
