Tenerife accounts for 80% of the interims hired for the ‘Next Generation’ funds

The capital of Tenerife monopolizes the majority of the temporary positions that are being demanded from the complementary list of employment, which was activated in 2022 due to the needs derived from the management of the european funds Next Generation. A good part of the management centers and departments that need to reinforce personnel for this task have their hard core in Santa Cruz de Tenerife and up to 80% of the vacancies that are offered are located in the western capital. This situation has provoked complaints from applicants from Gran Canaria, since in many cases these are positions for three years, until 2026, which is the year in which the program ends. EU Resilience and Recovery Facility (RRM).

In the last two temporary offers sent in April and May to those registered in the category of general administrators (group A1) for appointments in different positions, the vast majority of the vacancies are located in Santa Cruz. In the April list of 12 vacancies offered, nine are in the capital of Tenerife and three in Las Palmas de Gran Canaria, while in the May list of 14 vacancies, 12 are in Santa Cruz, one in the capital of Gran Canaria and another in both capitals.

The positions offered refer to the temporary program related to the funds Next Generation, several of them with a duration until December 31, 2026, which is when it plans to end this extraordinary community financing that arose to develop actions that transform the economy as a result of the crisis caused by the Covid pandemic. He Recovery and Resilience Plan it began its deployment in 2022 and the forecast is that it will develop its actions until 2026. For the management of the funds destined to the Canary Islands, the regional government has created provisional administrative units in the Administration for which vacancies have been offered while the different programs and projects last. .

Among the ministries and management centers that demand these positions are the Vice Ministry of Public Administrations, General Directorate of Public Function, Ministry of Finance, Ministry of Ecological Transition, Canarian Housing Institute, Ministry of Economy or General Technical Secretariat of Public Administrations.

The interim offers that the Executive is offering are of an urgent nature to accept or reject them, in such a way that a maximum period of 24 hours is given to accept or reject them. Those registered are in the position of having to assess whether or not to accept the position even if it is located in a different city than the one of residence because the Public Function warns that those who reject it will be removed from the reserve lists, among other reasons. or do not respond to the offer without justified reason after three consecutive calls.

The fact that the position offered is not in the city of residence of the applicant is not among the justified causes for rejecting it. Yes, the registered person already works for the Administration or proves a cause of illness, pregnancy, maternity, paternity, foster care, adoption or family care. In these cases the position in the list remains frozen, can be activated later. The offers are made simultaneously to several members of the list and the appointment corresponds to the applicant who accepts and is in the best position in the order established in the employment list.

Registered applicants of Gran Canaria They question the “lack of transparency” with which the calls and offers are being made because they are not published on the website of the Autonomous Community and the criteria for which the offers are made are not known and that the majority reside in the Tenerife capital.

A good part of the vacancies that are being demanded are categories of the Administration for the management of European funds, since there are still not enough personnel to expedite the management of these funds. The Executive has recognized on several occasions the difficulties it has to occupy the provisional positions that have been generated by the different ministries and management centers of the Administration due to the needs of the units created.

50,000 subscribers

When the Government launched this initiative, in the first months of 2022, nearly 50,000 people registered with an innovative procedure in which each registered self-assessed their merits based on the requirements stipulated by the Administration. This bag was launched due to the exhaustion of job profiles in the ordinary lists of the Autonomous Community and also of other public administrations.

But the new guidelines did not turn out as well as the Civil Service originally intended, since numerous errors were detected in the evaluation that many applicants had made. In this sense, when calling the first ones on the list, the Public Function verified that the self-assessment did not correspond to the published bases. In this way, they have found applicants who have presented merits, and even titles, who have been scored more or without the bases allowing it.

In addition to the fact that the employment lists were running out of personnel to be appointed, the complementary list was also launched to nurture the new units that have emerged to manage the European funds with qualified personnel in different categories. The different departments of the Administration were notifying the commission created to assess the strategic planning instruments of their personnel needs.

Funds Next Generation They are divided into two programs: the React-EU, to provide urgent funds to public services, and the MRR to recover the economy.
