2.5 million euros to improve 29 of the 31 municipalities of Tenerife

The IV Municipal Modernization Plan 2023 of the Cabildo de Tenerife It already adds up to 29 of the 31 municipalities on the Island. The new document, recently approved by the Island Government Council, contemplates a budget of 2.5 million euros for the development of 20 projects. These include new areas of action such as the simplification and streamlining of administrative procedures. The city councils of the capital, Santa Cruz de Tenerife, and of Arico are the only ones that did not apply to join.

President Peter Martin He underlined “the investment effort” that the current island government has allocated to modernize and support local administration in the island’s municipalities, with a total of 7.1 million euros during the mandate. “This financing has made it possible to improve public services provided to citizens,” explained Martín.

The new Municipal Modernization Plan 2023 has a 20% more budget than in 2022 and the objective is to go one step further in the support that the Island Corporation provides to the Tenerife municipalities.

Pedro Martín emphasized “the fundamental support for the municipalities of Tenerife through this plan with which many, especially those with less than 20,000 inhabitants, have been able to tackle projects that they could not carry out on their own.” He added that “this has allowed them to modernize and update their administration with the consequent benefit for local citizens.”

The president of the Cabildo also highlighted that “this year 29 of the 31 municipalities have requested to adhere to the Modernization Plan, the highest figure reached to date.” For him, “an evident sample of the efficiency and support that its development supposes to the administrations closest to the citizen.

«This is the fourth edition of the Modernization Plan», assessed Martín, to add that «we started it in this mandate and we have invested a total of 7.1 million euros to modernize and support local management.”

In this context, the Minister of the Presidency, Finance and Modernization, Berta Pérez, stressed that the annual budget of the Municipal Modernization Plan has grown by 146% compared to 2019, the first year of the current island government.

The counselor stressed that “the document covers not only municipalities with less than 20,000 inhabitants, which we are obliged to support by law, but also all those who requested our collaboration in modernization.”

Berta Pérez explained that the main objective of this year’s program is to develop a total of 20 projects. On the one hand, she pointed out “we want to continue the work that we are already developing with the municipalities in terms of cybersecurity, data protection or electronic processing.”

On the other hand, the island vice-president also announced, “We are going to start new lines of collaboration related to the areas of administrative simplification, accessibility to city council portals and apps, and the drafting of municipal modernization plans”.

The insular director of Modernization, Daniel gonzalezFor his part, he explained that the new Plan “will make it possible to continue advancing in the incorporation of municipalities into the insular fiber optic network, to which 18 are currently added.”

This measure facilitates access to public services; the financing of technological solutions to implement electronic administration in municipalities with less than 30,000 inhabitants or the provision of new services, virtual servers and remote desktops that will mean a significant reduction in costs for city councils and an improvement in the availability and security of public services. This last project has been financed with 700,000 euros from the Next Generation funds of the European Union destined for the digital transformation of town halls with less than 20,000 inhabitants.

At the same time, in terms of digital security, the roadmap proposes to continue with the work for the implementation of the Security Operations Center (SOC) and the certification of the National Security Scheme by the municipalities. There are already eleven on the Island that have achieved it. Along the same lines, the Cabildo will maintain the service for local corporations of the Data Protection Delegate, an official assigned to resolve issues related to this issue.

Nearly 80% of the administrative management of all these projects falls on the Cabildo de Tenerife itself, which greatly reduces the workload for the 29 participating municipalities of Tenerife and also makes it easier for them to qualify for this year’s Modernization Plan.
