The IASS declares void the competition to build the Abades senior center

Although the forecast was that the work would begin before the end of 2022, the construction of the Abades senior center suffers its umpteenth delay. The island councilor for Social Action, Marián Franquet, signed the decree that declared the tender for the contract to carry out the work void after the three companies that participated in the contest, convened in September 2021, resigned from it. Even VVO Construcciones, PSA, awarded the works for 3,161,655 euros for considering the amount insufficient. The situation forces us to review the project and update the price upwards to re-bid.

This work from the Institute of Social and Socio-sanitary Care (IASS), an autonomous body of the Cabildo de Tenerife, was awarded on October 27, 2022, one year after the contest was called. However, it was terminated on December 15, once the winning bidder did not formalize the contract in a timely manner. Luis Olano Construcciones SL and Pérez Morena, SAU, the other two companies participating in the tender, submitted their resignations.

The Abades Social and Health Center, the formal name of this project, consists of a two-story building, fully accessible, which will be connected to the existing day centre, built in 2011 and with 15 parking spaces. The new infrastructure will incorporate 76 residential places for the elderly in the municipality, Marián Franquet announced in September 2021. It will be equipped with 38 double rooms, will have a reception and information area, waiting room, staff area, adapted toilets, nursing control and multipurpose room, among other facilities. It is a resource that is integrated into the II Socio-Health Infrastructure Plan of Tenerife.

Arico City Council built the first phase of this infrastructure, which has central services, kitchen and dining room, as well as services also sized to meet the needs of the residential part. However, He was only able to start the day center due to the lack of public contributions to complete it.

On June 29, 2020, in the midst of the pandemic, the Plenary of the Arico City Council approved the making available to the Insular Institute of Social and Socio-Health Care (IASS) of the 2,500-square-meter public plot on which the residential center will be built. for elderly dependents. The agreement included not only the transfer of the land, owned by the municipality, but also, after the completion of the construction of the property that will become part of the municipal patrimony, its management –together with that of the attached Daytime Center– will pass into the hands of the autonomous body of the Cabildo de Tenerife. The term of such concession will be 20 years.

The contest called by the Cabildo, through the IASS, to build this socio-sanitary center had a bidding budget of 3.5 million euros, payable in three years, and an execution period of 20 months.
