The opposition in the Cabildo de Tenerife demands a commission of investigation on the ‘Mediator case’

The opposition in it council of Tenerife request the launch of a Commission of Inquiry about the call mediator case. The objective is to determine the nature of the relations and activities of Ángel Luis Pérez Peña, former insular director of Sports, with the alleged corrupt plot. The main opposition group, DC-PNC, confirms together with the PP the proposal of Yes We Can Canary Islands, to create this commission. In total there are 17 directors, of the 31, which guarantees that the proposal will go ahead. David Carballo, spokesman for the purples in the Island Corporation, assures that it is about “clarifying the political responsibilities that could weigh on the people who are involved.” The three opposition groups will present in plenary session this Friday, a joint proposal to create the commission that, in addition, intends to find out the relationship of Pérez Peña and the alleged plot with other administrations, institutions, entities, companies, as well as positions and areas of the Island Council and its president.

David Carballo already proposed in voice in the last Debate on the State of the Island at the beginning of March the possibility of creating this body. He got no response then. The group decided to wait until the monographic debate on the case in the middle of this month, which consisted of an appearance by the Minister of Sports, Concepción Rivero. The mediator himself, Marco Antonio Navarro Tacoronte, appeared in the Plenary Hall. If we can Canary Islands He was not satisfied with the result of the session and that is why he is now requesting the Commission.

Clarify responsibilities

Carballo assures that it is about “clarifying the political responsibilities that could weigh on the people who are involved.” He adds that the Island Council “should carry out an exercise of absolute transparency and put on the table all the information available so that citizens know to what extent the insular institution is involved in the matter”. The counselor of the purple formation also affirms that the investigation commission should be “a useful tool to shed light on matters where there are serious doubts about their legality, but in no case should it replace the action of Justice.” From Sí Podemos Canarias they reiterate their zero tolerance with corruption and they add that they have requested the creation of this commission in the Cabildo because “this institution is precisely kilometer zero of the mediator case”. The formation of the left recalls that its origin as a party comes precisely from “the fight against corruption and the need to raise carpets and open windows so that transparency is a maximum in all institutions.”

The rules

The creation of an investigation commission is regulated by article 39.2 of the organic regulation of the Council of Tenerife. According to that article, “the Investigation Commissions will prepare a work plan and may appoint papers within them and require the presence, through the Plenary Chair, of any person to be heard. The extremes on which the requested person must inform must be communicated to him at least three days in advance. In addition, that same regulation states that “the President, having heard the Board of Spokespersons, may, where appropriate, issue the appropriate rules of procedure. The conclusions of these Commissions must be reflected in an opinion that will be discussed in plenary. The President of the Plenary, having heard the Board of Spokespersons, is empowered to order the debate, grant the floor and set the times of the interventions”.
