Initial approval of the new ordinance that will regulate mobility in Santa Cruz

The plenary of Santa Cruz City Hall approved this Friday, February 24, initially, the new Mobility and Traffic Ordinancewith which the fines will be increased, which may reach up to 3,000 eurosunlike the 800 established in the previous regulation as the maximum amount, and which includes, among other prohibitions, running and jumping in the street; “harass” with the car whistle; go on a scooter without a helmet and juggle at traffic lights. The City Council will then open a public information periodfor the presentation of allegations. The mayor of Security, Evelyn Alonso (Cs), anticipates that this municipal regulation will come into force in May.

The opposition parties (PSOE, United We Can and the councilor of Cs Matilde Zambudio) decided to abstain in the plenary vote, considering that the initial approval of this ordinance occurs “without the proper debate and prior participation process.” They also warned that the new regulations contain “some errors”.

In this sense, the Socialist Party spokeswoman, Patricia Hernandez, criticized that the text, as it is currently written, “intends to prevent the practice of sports in the street, since it prohibits running and jumping.” “Infractions that are considered serious or very serious in the Traffic Law are also classified as minor offenses, and the transport card is required for loading and unloading activities that do not need it, among other errors. We trust that in the period of allegations these will be corrected and we can reach a consensus, so that the ordinance can be approved with the support of the entire opposition,” added Hernández.

In the same sense, the spokesperson for Cs, Matilde Zambudioand the mayor of UP Dolores Espinosa, who indicated that the Local Police unions and numerous groups are against “many points of this ordinance.” All the opposition parties, which also highlighted the “importance and necessity of this rule”, announced that they will present allegations.

For her part, the mayor of Security and Mobility, Evelyn Alonso (Cs), admitted that her area would have liked the participation to develop this ordinance “would have been greater, but it was urgent to approve it, as soon as possible, initially.” “We are convinced that, after the argument period, consensus will be reached.”

The Santa Cruz City Council has prepared this new Mobility and Traffic Ordinance for the city, due to the annulment, by the courts, of the previous regulations, approved in 2019 and which, in turn, replaced the one drawn up in 1985, which is the one currently in force. The 2019 municipal regulation was annulled due to a formal defect, after the El Perenquén Neighborhood Association denounced that it lacked the corresponding mobility and economic studies.
