SANTA CRUZ DE TENERIFE, 16 Feb. (EUROPA PRESS) –

The Governing Council has approved today Thursday the proposal of the Ministry of Economy, Knowledge and Employment, prepared by the Canarian Agency for Research, Innovation and Information Society (ACIISI), of the Smart Specialization Strategy of the Canary Islands 2021-2027 ( extended RIS3).

This document constitutes the roadmap for the development of the islands, which, in addition, will facilitate access to European funds for the new programming period, by having an orientation of the policies to be applied, fully aligned with the state development objectives. and Europeans.

The expanded RIS3 incorporates for the first time a diagnosis by islands of the situation of research, development and innovation, in order to delve into its potential and find out the starting point in each territory. With this, the R+D+i policies implemented by the regional government will have the greatest possible impact on each island, in order to mitigate territorial gaps in this area, supporting the development of R+D+ plans. i and digitization, taking into account the unique circumstances in a territory made up of 8 so different islands.

The expanded RIS3 integrates the so-called ‘entrepreneurial discovery process’, which is understood as an interactive and inclusive process in which market forces and the private sector (companies, knowledge entities, public administrations and civil society) are continuously identifying and processing information on new activities, while the public sector analyzes those opportunities and provides the resources so that those actors with more possibilities can exploit that potential.

The participatory process described above has made it possible to identify the most promising areas of specialization, as well as the most relevant weaknesses or challenges for the diffusion of innovation and digitization in the Canary Islands. Likewise, it has allowed the identification of driving projects to work during the deployment of this strategy.

The strategic formulation of the expanded RIS3 prioritizes its actions towards the economic areas that constitute a hallmark of the region and its industrial transitions, such as digital and sustainable tourism; Health & Wellness; the blue economy; astrophysics; space and aeronautics; and emerging industries. In addition, the agri-food and industrial sectors are expressly reflected in some of the priorities already described.

In addition to the sectoral priorities, the expanded RIS3 defines two transversal priorities, referring to digitization and sustainability, which will require contributions from all areas, and which will promote interdisciplinarity and the combination of themes and technologies.

FIVE STRATEGIES FOR ACTION

The expanded RIS3 defines five strategies to face the challenges facing the Canary Islands, which are: the generation and valorization of knowledge, talent, internationalization, specialization and territory.

With the creation of the RIS3 CAN Communities and the Insular Specialization and Competitiveness Initiatives, it is intended to achieve an innovative and permanent governance system. This system will allow a continuous interaction of agents of the quadruple helix and a continuous collaboration and synergy of information.

The expanded RIS3 establishes economic, scientific and technological priorities aimed at taking advantage of the opportunity areas existing in the environment. To this end, it is aligned with existing policies and strategies at the international, national and regional levels that prioritize areas of opportunity of interest for their development.
