The City Council of El Rosario processed during the past financial year 2022 a total of 61 contracting files for a joint value of 16.9 million euros as estimated value for the purposes of the Public Sector Contracting Law (LCSP), a figure which represents 33% more public tenders and a 50% reduction in minor contracts since 2020. In addition, for the first time the number of large contracts processed through the Public Sector Contracting Platform exceeded the contracts that do not require of a public tender process, the so-called minors, 31 compared to 30 (in 2020, 20 tenders and 60 minors were managed and in 2021, 20 tenders and 50 minors).
The mayor of El Rosario, Escolástico Gil, underlines that “the level of work of the Consistory, both from the perspective politics As well as that of our civil servants, it has allowed us to generate a very high volume of contracts and as a result of this effort we are reaching the objective to be followed by any Public Administration, to bid as much as possible and reduce the use of the minor contract figure to assumptions specific or urgent.
This type of direct award contracts are regulated in article 118 of the LCSP and are limited to works, services or supplies for a specific amount. Both the State and Autonomous Public Procurement Boards advise its gradual reduction so that, in general, the principles of freedom of access, publicity, transparency and non-discrimination and equal treatment promoted by the LCSP can be guaranteed.
In this sense, Gil redounds that “efficiency and rigor are the fundamental principles that move us when it comes to managing public money, which is why the decrease in contracts commonly known as finger-picking, but which is a figure that allowed by law, it is always very good news and a source of pride and recognition of the work that has been carried out”.
The Consistory indicates in a note that during 2022 a total of 31 contracts were uploaded to the Public Sector Contracting Platform (14 service contracts, 10 works contracts, 6 supply contracts and 1 private contract). All these contracts add up to a total of 16,329,688 euros, in concept of estimated value for the purposes of the LCSP. To them are added 30 minor contracts, divided into 21 services, 7 works and 2 supplies.
