No smoking, dogs and urination on the beaches of El Rosario

Smoking, including electronic cigarettes, on the beaches of The rosary and its environment may be sanctioned with fines of between 100 and 750 euros. This is collected in the ordinance of the coast of the municipality, which also prohibits the possession and stay of dogs and animals, the “physiological evacuation in the sea or on the beach”, nudism on urban beaches, and the provision of massage services and street vending unless have permission from the City Council.

The document, officially called Ordinance for the use and management of activities of the coastal area of ​​the municipality of El Rosario, It was initially approved by the Plenary of El Rosario and, once the public exhibition period ended and after no claim had been filed, the initial approval has been elevated to final and has been published in the Official Gazette of the Province (BOP).

“This ordinance is intended to regulate the conditions of use of the beaches and coastline of the municipality of El Rosario, guaranteeing the right of citizens to access, use and enjoy the sea, its shores and the rest of the maritime-terrestrial public domain, its protection zones and easements”, includes the first article of the Ordinance.

«Smoke-free coastal sections are all those spaces, including beaches, in which, by virtue of this municipal ordinance and/or by determination of the City Council, smoking (including electronic cigarettes) or inhaling vapors in any part of them”, is exposed on one of the most striking aspects. “The establishment of these sections is not permanent and could be rendered ineffective at any time when its continuity is no longer recommended,” the text adds. Be that as it may, they look at how smoke-free spaces «all natural, urban or semi-urban beaches in the municipality».

With regard to pets, “the possession and stay of dogs and animals on the beaches is generally prohibited.” It is noted below: «All this without prejudice to the fact that a beach can be established with a specific time, season or section of it as an area expressly authorized for dogs». Assistance dogs are excluded from the prohibition. On the promenades they are allowed, but they must go with a collar, leash or cord and always accompanied by an adult.

Likewise, the Ordinance establishes the impossibility of using music or similar devices, instruments or any other device that emits noise and causes discomfort to other users of the bathing areas. This and the rest of the cases referred to above are classified as minor infractions, with fines between 100 and 750 euros.

Neither publicity nor move stones

It is necessary to add in the same category the practice of sports, activities or games that annoy other users; “Lift or move stones, however small they may be, as well as feed the marine fauna”; the landing or ditching in bathing areas of “any flying contraption” without authorization from the Rosariero City Council, and the distribution “of any type of advertising claim, merchandising or brochure” without prior permission, among others.

Camping and spending the night on the beaches and surrounding spaces will be considered a serious infraction (sanctioned with fines of 751 to 1,500 euros), as well as uttering insults or failing to respect members of the rescue service. Some very serious offenses (from 1,501 to 3,000 euros) are underwater fishing in unauthorized areas and the circulation of boats without complying with the established distance.
