The high prices of car parks in Santa Cruz led the area of Public services, directed by Carlos Tarife, to prepare a study, first, and to open files to regularize concessions and prices, later. This process, which has already ended for two of the seven public car parks investigated, ends with the response to the allegations and the order to comply with the lowering of rates and updating of the amount of the fee.
Public Services has given the first two car parks a month to comply with these premises, under the warning that, if they do not do so, a sanctioning file will be opened, as well as going to an administrative dispute in which to request precautionary measures so that be applied by the court in case the concessionaire refuses to comply with the orders of Public Services.
Carlos Tarife also points out that if it is necessary to rescue the concessions, it will be done, valuing the public management of this service.
In the case of weyler parking lot, which has more than 500 spaces and is one of the most expensive in the city, has been ordered, after rejecting his allegations, to proceed to reduce the price of parking per hour from 2.3 euros in a month at 1.50, which represents a decrease of 80%. This will leave the price per minute at 0.025 euros. As for the canon, its amount is also updated, which becomes 49,616 euros per year, about 12,000 euros per month, so that it is ordered to pay the arrears with respect to this update, which add up to just over 7,000 euros.
In the case of Serrador Bridge car park, whose allegations were also rejected, the concessionaire is ordered to drop 60%, going from 1.90 euros per hour to 1.18. Thus, the price per minute will be 0.019 euros. This reduction is also accompanied by the update of the canon, which becomes 4,000 euros per quarter, while what you have to pay in arrears in this concept reaches 50,000 euros.
In the allegations presented, both concessionaires agreed that the change in regulations, forcing them to charge by the minute and not by the full hour, broke the financial balance of the concession, something that the Public Services technicians dismissed, citing jurisprudence in that regard. It was also rejected that the rate increase was defended in the face of the administrative silence of the City Council, since, after communicating the change in prices, it did not receive a municipal response, the main argument of Public Services to order the new rates, that is, not having express authorization.
Most of the irregularities were corrected after a first study carried out in 2017, but not the rates, which were what led to a second personalized study of each of the public car parks, with said report showing that all of them had raised their prices without the required authorization. of the townhall.
Tarife clarifies that this process will continue with the rest of the parking lots, that is, answer the allegations and order that the guidelines set by the technicians be complied with. The car parks that remain to be regularized are those of the Spain SquarePuerto Escondido, Stadium, Ramón y Cajal and Tomé Cano.
