The process of dismantling of the Santa Cruz Refinery run its course. If the first authorizations received by Cepsa from the Municipal Department of Urban Planning of Santa Cruz affected the merox storage unit and the industry’s cooling tower, now the Management, headed by Guillermo Díaz Guerra, has authorized the dismantling of new elements, in this case three of the storage tanks for fuel identified as 508, 509 and 510, which represent 13% of the total storage capacity of the Refinery.

According to the Town Planning resolution, to which DIARIO DE AVISOS has had access, the total area affected by this dismantling phase is 38,400 square meters and will cost 184,624 euros.

The authorization details that the main equipment object of the project are three floating roof tanks made of carbon steel for crude oil storage. The surface area occupied by the tank basin (element on which the tanks are mounted and which collects any spills) is about 36,500 square metres. The storage capacity of these is 187,500 cubic meters, and represents approximately 13% of the total capacity.

The term of execution of the works is four years for the beginning of the same, counting from the day following the receipt of the document accrediting the license, and four years for its completion, counting from the date of commencement of the works. themselves.

The basin of these three elements is connected to the basin of tank 502 through an underground gallery under Anatolio de Fuentes García street. Thus, the planned works also include the dismantling of all the elements located inside this underground gallery, as stated in the license granted to Cepsa.

The project that receives the Urban Planning authorization is completed with the removal and transport of the dismantling materials, as well as the pipes, electrical installation and aerial instrumentation.

The plot will be free of installations above ground level, leaving the existing foundations unchanged. From the Urban Planning Management it is pointed out that the level of completion after the completion of the dismantling works will be the level of the surrounding or natural terrain. Likewise, no wells, holes or cavities will be left in the ground that could pose a danger; proceeding to cover them up to ground level. Once the dismantling of these elements has been completed, Cepsa must submit a certificate certifying that the works have been carried out in accordance with the technical project, with the contribution of a photographic report of the final situation. In addition, during the execution of the work, all the necessary security measures must be taken in the opinion of the technician with all the necessary auxiliary means and protections to guarantee the execution of the work safely at all times, avoiding risks, guaranteeing the stability of the property and guaranteeing the safety of people and goods.

The Urban Planning Department also establishes that the works will comply with the provisions of the current Building Ordinance in relation to the fencing of works, scaffolding and containers, and with respect to the possible occupation of public roads for the removal of debris, Authorization must be requested from the corresponding service.
