SANTA CRUZ DE TENERIFE, July 14. (EUROPA PRESS) –
The Government of the Canary Islands and the Canarian Federation of Municipalities (Fecam) have signed this Thursday the ‘Social Employment Plan 2022’ endowed with 30 million euros and which will benefit 2,800 unemployed people.
The signing of the agreement was attended by the president of the Canary Islands, Ángel Víctor Torres, the president of Fecam, Mari Brito and the Minister of Economy and Employment, Elena Máñez, who have detailed that 25 of the 30 million come from the Comprehensive Plan of Employment of the Canary Islands –the rest of other funds of the Ministry of Labor–.
Each municipality must now begin to present its construction projects and as a novelty in this edition, 30% of the workers must be hired before the end of the year and with contracts that can last up to twelve months.
In addition, more than 50% of the beneficiaries of the plan will be women and priority will be given to those who receive the Canarian Insertion Benefit (PCI), have a disability, long-term unemployed or find it difficult to enter the labor market.
The distribution criteria of the funds imply a linear 20% for all municipalities and the remaining 80% based on the parameters set by the Canarian Municipal Financing Fund, taking into account the number of unemployed per municipality.
In order for the 2,800 jobs expected to be financed under the program to have the most transversal impact possible on society, the rotation criterion will be applied and
non-repetition, that is, not having participated in the last 12 months in any active employment policy or social employment plans of the SCE in which the hiring of the unemployed person has been subsidized, unless it was for a period of less than six
months.
Likewise, no more than one person per family nucleus may participate in the program, unless, once all the applications have been satisfied, there are still vacancies to be filled in the eligible projects.
Torres has assessed that the signing of the PIEC “advance deadlines” has already allowed the social employment plan to be signed, which is “fundamental” because it represents an “immediate response” for those who demand employment and social assistance.
TORRES: IT IS NOT SIMPLE TO PUT 88 MUNICIPALITIES IN AGREEMENT
He has also affirmed that “it is not easy to agree” with 88 municipalities since a “balance between the largest and the least populous” must be achieved, while at the same time he claimed the plan because in many cases it is the “only income” that the families.
He has also said that they receive training at a time of “uncertainty” due to the rise in the prices of raw materials and the shopping basket.
The president recalled that the PIEC recovered after being eliminated by the PP government and despite being included in the REF, and although it is endowed with 42 million, the regional executive hopes to increase funds.
Brito stressed that this plan “is important for the Canarian population that needs it most” as it helps to “alleviate poverty” given that without labor insertion “it is difficult” for there to be social insertion.
In addition, he has highlighted the “cobogernanza model” launched “as never before” in this legislature between the Government and the municipalities and that this “social shield” be enabled to cushion the “drastic consequences” of the pandemic and the war in Ukraine .
