The competition for the recycling plant of the Environmental Complex is void

The Waste Management Monitoring Committee of the Island of Tenerife meets to analyze the balance of waste treatment for 2021, as well as the status of the tender for the AG2 parcel of the Arico Environmental Complex destined for recycling. The latter has been declared void since the only offer received does not meet the requirements requested in the specifications.

«Once the process of reviewing the award of the AG2 plot has been completed, the contracting table has considered that the proposal does not contemplate all the demanded requirements». Javier Rodríguez Medina, island councilor for Sustainable Development and the Fight against Climate Change, explains it. He adds that “the tender has been declared void and the circumstances for a new call will be analyzed.”

Rodríguez Medina indicates that “it is bad news, because it will delay the implementation of the paradigm shift in management.” However, he values, “the Cabildo is and will be jealously rigorous in the bidding and adjudication processes and, therefore, if the proposals do not comply, they are dismissed, as required by law.” The initial award had corresponded to the Temporary Union of Companies (UTE) Arico Green Glass.

The counselor adds that the bidding for the AG2 plot complied with the guidelines of the Insular Plan for Land Management (PIOT) and the Special Territorial Plan for Waste Management (Pteor). He indicates that “the rejection of the proposal is due to administrative issues.”

Rodríguez Medina insists on “the effort of this government team to provide solutions to needs such as waste management or wastewater treatment, with investments and actions that will allow the situation that the Island has been dragging for decades to be turned around. ». The goal is to stop burying garbage as in recent decades.

The balance

The Tenerife Environmental Complex (CAT) managed 527,301 tons of waste last year. This amount represents an increase of 2.01% compared to 2020. The municipalities dumped 412,917 tons (78.3%) and the individuals, 114,384 (21.7%).

Of the 447,574 tons processed, 207,889 have been transported to the dumping cell as rejects from the process for treatment and 17,413 of the organic fraction have been biostabilized, allocating 11,213 tons to maturation. This is because the biostabilized plant was inoperative. Since it has started operating this year, 76,000 tons per year will be biostabilized from now on. Regarding the use of biogas from the cells and the old landfill, in 2021 4,608,792 cubic meters were extracted, which produced 7,875,140 kilowatts.

In the classification plant, the improvement has been notable in the recovery of containers due to automation, despite the fact that it was inoperative in the first quarter of the year as a result of the adaptation works. The kilos treated at the plant have increased by 3.50% and the rejection has been reduced by just over 7,000 tons, compared to the same period in 2020. The recovered containers experience a notable increase, more than 20%.

The meeting discussed the status of the new Tenerife waste contract, which will begin its execution on July 1. It has a term of 15 years and must be developed by the Urbaser-FCC Environment joint venture, with a budget of 397,475 euros. It foresees an investment of almost 52 million to be executed in the first years, for the expansion and improvement of waste treatment infrastructures. It requires the concessionaire to recover at least 42% of plastics, 38% of brick, 20% of glass and 18% of paper and cardboard.
